Responsibilities:
- Use quantitative analytical techniques to assess program process issues and assist with developing risk reduction/mitigation approaches for improving program planning, control, and execution.
- Plan, direct, coordinate, and analyze accounting and other financial activities of a branch, office, or department of establishment ensuring the efficient and skillset use of resources.
- Recommend alternative methods of funding to meet financial program objectives.
- Prepare/analyze the funding and execution reports.
- Interact with Senior Level Military and Government officials, participate in communicating status to upper-level management.
- Review, design and implement process changes. Serve as a resource for resolution of problems.
Qualifications:
- Bachelors Degree in Finance, Economics, or related discipline plus 2 years of directly related experience preferably in a government financial environment.
- Experience planning, coordinating, and analyzing accounting and other financial activities for Naval financial program objectives.
- Familiarity with OPTAR Financial Records.
- Created or edited Budget OPTAR Report (BOR) and Financial Transmittal (TL) report.
- Familiarity with IAW CNSP, government-wide Commercial Purchase Card Program (GCPC) and GCPC Cardholder regulations and processes.
- Experience utilizing Supply and Logistics systems such as RSUPPLY and OTS.
- Experience working with Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP).
- Processed monthly reports such as Obligation Validation Report (OVR), UOL, or SFOEDL.
