Position Overview:
We are seeking a highly capable, detail-oriented Administrative Operations Lead to manage key internal functions and support strategic growth. This individual will serve as the lead for HR, payroll, benefits, and recruiting while providing backup for business development, compliance, and client-facing activities. The role requires strong organizational skills, a proactive mindset, and the ability to take initiative on unfamiliar tasks.
This position does not require a clearance at the time of hire, but the selected candidate must be a U.S. Citizen and willing to obtain a Top Secret security clearance. Upon clearance, Facility Security Officer (FSO) responsibilities will be added to the role with training and support.

Key Responsibilities:
HR, Payroll & Benefits (Primary Responsibilities)
• Lead onboarding/offboarding, employee records, benefits, and 401(k) administration
• Serve as primary point of contact for internal payroll functions, backup for processing and reconciliation
• Ensure compliance with employment laws and internal HR policies
Recruiting (Primary Responsibilities)
• Manage full-cycle recruiting: job postings, sourcing, coordinating interviews, and supporting offers
• Align recruiting efforts with contract staffing needs and pipeline growth
• Maintain tracking tools and support resume submissions for proposal efforts
CMMI Documentation (Initial Focus)
• Support creation and refinement of policies, procedures, and process documentation for CMMI certification
• Align new documentation with existing ISO 9001 practices and audit expectations
• Help organize and prepare documentation for internal quality audits and external reviews
Business Administration & Compliance (Assist/Backup)
• Support maintenance of licenses, registrations, tax filings, and insurance policies
• Draft and maintain SOPs and documentation for internal and client-facing operations
• Backup support for ISO/CMMI compliance, contract deliverables, and client reporting
Business Development Support (Assist/Backup)
• Support pipeline tracking, proposal coordination, and creation of proposal documents
• Assist in preparing resumes, pricing matrices, and technical narratives
• Maintain BD tools, templates, and submission calendars
Systems & Project Support
• Learn and navigate internal and client systems (e.g., Unanet, Deltek, government platforms)
• Drive internal administrative projects to completion
• Provide client-facing support or backup as needed

Required Skills and Qualifications:
• 3+ years of experience in administrative, HR, or recruiting roles (government contracting strongly preferred)
• Experience leading HR, payroll, benefits, and recruiting in a small business environment
• Strong organizational and multitasking skills; exceptional attention to detail
• Self-starter with strong research skills and ability to complete unfamiliar tasks independently
• Excellent communication and writing skills
• Quick to learn and adapt to new systems and tools
• Must be a U.S. Citizen and willing to undergo the Top Secret clearance process

Preferred Qualifications:
• Familiarity with ISO 9001 and/or CMMI frameworks
• Experience with government subcontracting, FAR/DFARS, and compliance reporting
• Proficiency with Unanet or similar systems
• Background in 401(k) administration or proposal development
• Exposure to FSO duties or interest in supporting facility security responsibilities
