Job Summary:
B&A is looking for an Navy Lead Engineer to join a contract with a federal government client in support of an important mission. In this role, you will serve as the technical lead and mentor for an Integrated Product Team (IPT) responsible for the design, development, integration, testing, and sustainment of ruggedized shipboard hardware systems that meet U.S. Navy Hull, Mechanical, and Electrical (HM&E) specifications. This position requires a balance of deep engineering expertise, leadership, customer engagement, and lifecycle product management. You will engage in a wide range of activities-from evaluating COTS components and system-level architecture to managing risk and leading root cause analyses for fielded systems. You'll work closely with stakeholders across Program Management, Business Development, Manufacturing, Engineering, and Navy customer organizations.

Responsibilities:
- Provide technical leadership for the development, integration, and deployment of shipboard IT hardware systems aligned with Navy HM&E requirements.
- Lead and mentor multidisciplinary teams of engineers and technicians, driving collaboration across design, prototyping, testing, and production phases.
- Perform system- and component-level trade studies, technical evaluations, and supplier assessments to select reliable, supportable components that meet Navy standards.
- Guide the design and development of system layouts and hardware integration plans, ensuring compatibility with shipboard constraints and environmental conditions (e.g., shock, vibration, EMI, thermal).
- Support the preparation of technical documentation including specifications, Interface Control Documents (ICDs), Statements of Work (SOWs), Bills of Materials (BOMs), and Test Procedures.
- Review and interpret customer requirements and specifications, leading the team through requirements decomposition, traceability, and validation.
- Participate in and lead Design Reviews (PDR, CDR), Failure Mode and Effects Analysis (FMEA), and formal verification/validation test events.
- Identify obsolescence risks and develop mitigation strategies such as alternative component evaluations, upgrades, or redesigns.
- Assist in developing and delivering technical proposals, white papers, and business development materials to capture new opportunities.
- Interface directly with government customers, including NAVSEA, NAVAIR, NSWC, Type Commanders, Naval Shipyards, and SUPSHIP organizations.
- Ensure all designs and support documentation align with relevant DoD, MIL-STD, and ISO 9001/CMMI Level 3 quality standards.
- Provide on-site or remote engineering support during installation, testing, troubleshooting, and lifecycle sustainment activities.
- Contribute to cost/schedule estimates and risk analyses in support of proposal development and program planning.
Education and Experience:
- Bachelor's degree in engineeringBachelor's degree in Engineering, Computer Science, or a related technical field.
- 9+ years of experience in the design, production, testing, and troubleshooting of IT or HM&E hardware systems, with at least some experience supporting U.S. Navy platforms.
Required Skills:
- Demonstrated ability to lead engineering teams and projects with minimal oversight
- Strong understanding of COTS integration, ruggedized packaging, system layout, and environmental testing
- Experience developing technical documentation for shipboard equipment and systems
- Familiarity with DoD acquisition and lifecycle processes, including support for logistics, configuration control, and product improvement
- Proficiency with engineering tools such as AutoCAD, SolidWorks, MATLAB, DOORS, or equivalent
- Strong oral and written communication skills, including experience interfacing with Navy technical representatives, suppliers, and internal stakeholders

- Eligible to obtain an active Secret clearance.
