POSITION: Proposal Manager
LOCATION: Stafford, Virginia
STATUS: Full-time

Duties:

Lead proposal shop in responding to Request For Proposals (RFPs) through the full proposal process to include analysing RFPs and DRFPs for requirements.
Help Subject Matter Experts tailor their resumes to the specific requirements of RFPs.
Write portions of the proposal, compliance matrices, and hours to task tables to complete the
proposal process, edit all text within a document, and produce a final compliant proposal for
customer delivery.
Keep track of a portfolio of several opportunities from operations to information technology.
Coordinate with other contract companies that are both Prime and Sub-contractors including
responding to data calls and matching qualifications to requirements for all candidates.
Answer ongoing Market Surveys and Requests for Information (RFIs) based on corporate
capabilities and special programs within the company.
Participate in executive proposal reviews and perform other proposal shop duties as needed.
Skills and Qualifications:
Bachelor’s degree in English, Journalism, Proposal Writing or other related discipline.
Minimum of five (5) years’ experience as a Proposal Writer.
Demonstrated ability to convey complex technical topics in a simple manner via the English
Language.
Demonstrated experience managing the entire Federal proposal process including planning, writing and production for Federal agencies.
Proven experience working with various staff on proposal/capture efforts to understand the desired solution and ensure that it meets customer requirements.
Demonstrated experience developing graphics and writing proposal text that integrates input with win themes to effectively communicate the benefits to the customer.
Excellent attention to detail during editing and production phases.
Possesses proposal writing knowledge for new business opportunities.
Experience responding to requests for proposal (RFPs), requests for information (RFIs), or other
related Requests.
Determines proposal concept by identifying and clarifying opportunities and needs; studying
requests for proposal (RFPs); attending strategy meetings.
Meets proposal deadline by establishing priorities and target dates for information gathering,
writing, review, and approval; entering and monitoring tracking data; coordinating requirements
with contributors; contributing proposal status information to review meetings; transmitting
proposals. Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
Develops proposal by assembling information including project nature,
objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
Prepares presentation by evaluating text, graphics, and binding; coordinating printing.
Maintains quality results by using templates; following proposal-writing standards including
readability, consistency, and tone; maintaining proposal support databases.
Obtains approvals by reviewing proposal with key providers and project managers.
Prior experience developing user, reference and technical manuals.
Experience with process and procedure documentation as well as job aids.
Familiar with online help systems and tutorials.
Knowledge of Adobe RoboHelp and Adobe Photoshop preferable.
