Overview: Bogart Associates is seeking an experienced cleared Contracts Administrator to support our rapidly growing portfolio of government contracts. This position will assume responsibility for preparing, negotiating, and managing contracts, ensuring compliance with legal requirements, and maintaining organized records. This position requires the candidate to be a dynamic leader that exhibits excellent communication skills, and critical thinking. The successful candidate will also play a key role in developing and managing contract requirements during proposal efforts.

Key Responsibilities:
Subcontract Administration
o Contract Drafting and Reviewing: Preparing and reviewing contracts, ensuring they align with company policies, legal requirements, and the needs of all parties.
o Negotiation: Negotiating contract terms with internal and external stakeholders to achieve favorable outcomes for the company.
o Compliance Monitoring: Overseeing the understanding and compliance with contract terms by all parties involved. Including monitoring flowdowns, deliverables, funding, and performance obligations.
o Risk Analysis: Analyzing potential risks associated with specific contract terms and implementing mitigation strategies.
o Record Keeping: Maintaining accurate and organized records of contracts related documentation. Including managing and submitting monthly contract status reporting.
o Communication: Effectively communicating contract terms and conditions to managers, employees, and external partners.
o Problem Solving: Researching and resolving contract-related issues and disputes.
o Project Management: May be involved in project management activities related to contract execution and management.
o Staying Informed: Keeping abreast of changes in laws and regulation that impact contracts (including but not limited to FAR and DFAR).
Proposal Support
o Support creation and compliance of contract volume submissions for prime proposals.

Required Qualifications:
• Bachelor’s degree in Business Administration or related field.
• 7+ years of experience in federal contracts management, including supporting subcontractor relationships and agreements.
• Proven track record working with Intelligence Community (IC) customers.
• Experience working across functional areas such as: Business Development, Finance, and Program Management.
• Knowledge of prime and subcontracting rules, flowdowns, and proposal compliance standards.
• Ability to interpret and apply FAR/DFARS and IC-specific acquisition guidance.
• Excellent organizational skills and attention to detail.
• High degree of integrity, confidentiality, and professionalism.
• U.S. citizenship and an active security clearance (minimum secret).
Desired Qualifications:
• Industry certifications (CPCM, CFCM, NCMA membership).
• Experience with various contract types: CPFF, FFP, T&M, IDIQ, and OTA.
• Familiarity and experience with proposal efforts.
• Knowledge of export control compliance (e.g., ITAR/EAR).
• Experience with Unanet is a plus.
