About the Role:
Horizon Global Partners (HgP) is seeking an experienced Test and Evaluation Engineer to support the design, planning, and execution of test activities for complex C5ISR systems. This role will be instrumental in validating that architecture components and system designs meet defined user and operational requirements, with traceability back to MBSE models and mission objectives.
The successful candidate will work closely with system architects, designers, and stakeholders to develop comprehensive test plans, ensure performance standards, and support verification, validation, and acceptance processes. You will operate in a hybrid environment spanning U.S.-based development and field deployments with key international partners, including the Ministry of National Guard (MNG) and SANGCOM in Saudi Arabia.
Key Responsibilities:
Develop and execute test and evaluation (T&E) plans aligned with system architecture, MBSE artifacts, and stakeholder requirements.
Define and document test objectives, success criteria, and performance metrics based on C5ISR platform specifications.
Support integration and validation efforts by coordinating lab, simulation, and field testing of system components.
Lead dry runs, functional testing, interface testing, and end-to-end system validation.
Prepare test procedures, verification cross-reference matrices (VCRM), and acceptance reports.
Conduct root cause analysis on defects or non-conformities and recommend corrective actions.
Work with the EA and design teams to ensure test scenarios trace to operational concepts (CONEMP/CONUSE) and user threads.
Participate in Technical Readiness Reviews (TRRs), Test Readiness Reviews (TRRs), and other quality gates.
Interface with MNG, SANGCOM, and other customer stakeholders during joint verification and acceptance activities.
Maintain compliance with Saudi, U.S., and international standards for test assurance (e.g., ISO/IEC/IEEE 29119, MIL-STD-810, ISO 17025).
Required Qualifications:
Bachelor’s or Master’s degree in Systems Engineering, Electrical Engineering, Computer Engineering, or a related technical field.
Minimum 5 years of experience in testing and evaluation of defense, telecom, or IT systems.
Strong understanding of C5ISR systems and operational testing methodologies.
Familiarity with MBSE tools and practices, including SysML traceability.
Experience with test automation tools, instrumentation, and data analysis techniques.
Excellent written and verbal communication skills for technical documentation and stakeholder briefings.
U.S. citizenship required; ability to obtain a security clearance if needed.
Preferred Qualifications:
INCOSE CSEP or ISTQB certification.
Experience working in defense programs in the Middle East.
Familiarity with UAF/DoDAF architecture frameworks.
Knowledge of cybersecurity and data protection requirements in military systems.
