Staffed out of Supply Chain and assigned to a program or proposal, Supply Chain Program Managers (SCPMs) are the primary experts for both Supply Chain Program Management and Technical responsibility of a Supplier's SOW. As a SCPM II, you may oversee daily operations for multiple lower-level SCPMs and/or Supply Chain Project Coordinators (SCPCs). You will be accountable for the overall supply chain performance of the business unit or large, complex programs' including cost, technical, schedule planning, and execution.

You will collaborate with assigned Subcontract Leads, Purchasing Agents, Program Office staff, Engineering teams, Operations personnel, and Business Management to develop strategies that meet program missions. This includes ensuring timely completion of all technical requirements documentation as well as maintaining adequate labor/non-labor budgets.

The role involves consolidating supply chain risks at the program level while mitigating them effectively. You will also act as a key voice in developing supplier requirements during proposals.

This role may require the following responsibilities:
  • Leadership and Team Supervision
    • Supervise a team of SCPCs and SCPM 1, providing daily oversight and guidance on SNC's tools, procedures, and processes.
    • Participate in and occasionally lead programmatic and technical meetings with subcontractors and suppliers.
    • Attend Program Reviews with subcontractors to provide updates, communicate needs and status, and request program-driven changes
  • Strategic Supply Chain Management and Planning
    • Develop the Program-level Supply Chain Management Plan, outlining supply chain strategies, reporting, and communication plan.
    • Develop a cohesive strategy for forming effective teaming within our supply chain network which encompasses a robust framework that ensures seamless integration.
    • Develop comprehensive negotiation strategies to facilitate the formalization of strategic agreements with key suppliers.
    • Create tailored sourcing strategies that address each category's unique requirements and actively engage cross-functional teams in collaborative planning sessions.
    • Evaluate the performance and capabilities of current suppliers and the supply chain, forecast future needs, and develop negotiation strategies that promote sustained collaboration.
    • May be responsible to lead make / buy assessments from supply chain perspective.
    • May be assigned as the subcontract Program Manager for a large or complex subcontract, executing the role of Program Manager.
    • If assigned to a platform, product line, Business Unit (BU) or product support team, collaborate and communicate potential long-term investment strategies to reduce lead-time and cost.
    • Identify and coordinate the need for alternate or additional sources to enhance competition and leverage. Act as the supply chain architect and liaison for the proposal or program, ensuring a competitive, capable, and compliant supply base
    • Lead business requirements, technical evaluations, risk assessments, and Basis of Estimate (BOE) strategies in support of proposals and new pursuits.
    • Provide supply chain strategy and status to internal and external customers
    • Support SNC's Design for Excellence (Dfx) initiatives by leading the Design for Supply Chain (DFSC) efforts, including implementing Design to Product Target Cost (DPTC) methodologies for development programs.
    • Support department goals, objectives and supply chain Key Performance Indicators (KPIs), such as on-time delivery, negotiations, and purchase requisition processing time
  • Supply Chain Communication and Coordination
    • Act as the liaison between the Supply Chain management team and the program to ensure alignment of prime requirements (i.e., CDRLs to SDRLs) and timely resolution of problems.
    • Initiate the Purchase Requisition (PR) to Purchase Order (PO) process by developing the Material and Service Request (MSR) or Advanced Purchase Requisition (APL).
    • Create and update Supply Chain Program Review Charts, dashboards, highlighting the current cost, technical, and schedule performance of each program.
    • Coordinate between supply chain teams (procurement, subcontract management, and the program) to ensure timely schedules and milestone delivery.
    • Communicate supply chain status, identify/manage risk and opportunity.
    • Champion and present status of recovery plans to all stakeholders at the program level or to senior supply chain leadership.
  • Program Management and Control Account
    • Manage the cost, technical, and schedule aspects of supply chain for a given proposal or program as the Program Management representative.
    • Track progress against the Supply Chain schedule, identifying and addressing any deviations.
    • Lead the development of Supplier/Subcontractor Statements of Work (SSOW), Supplier Data Requirement Lists (SDRLs), and other requirements flow downs.
    • Identify potential risks within program specific supply chain (subcontractors and procured parts) and present mitigation plans to address risk.
    • May be delegated Control Account Manager (CAM) responsibilities by the Program Manager, requiring SCPM to obtain SNC's CAM Certification.
    • Use Earned Value Management (EVM) techniques to assess project performance
    • Monitor actual costs against budgeted costs and report variances.
    • Calculate, track and report out on key EVM metrics, such as Cost Performance Index (CPI) and Schedule Performance Index (SPI), to all stakeholders.
    • Prepare regular status reports on cost, schedule, and performance metrics. Maintain comprehensive documentation related to all aspects of the control account.
    • Analyze causes behind significant variances from planned values in terms both time/costs recommending corrective actions where necessary.


Additional SCPM proposal/pursuit responsibilities:

As an SCPM supporting pursuits and proposal activities, you will ensure SNC is well-positioned with an achievable solution and a competitive, compliant, and capable supply base to win new business. Specific tasks may include:
  • Identify potential supply sources to mitigate risks, identify opportunities and meet program objectives.
  • Develop source selection strategies, criteria, and planning, including participation in Make/Buy assessments at the program level.
  • Create and document labor and non-labor Basis of Estimates (BOE).
  • Develop program/technical requirements documents.
  • Support technical evaluation of proposals for content and quality.
  • Lead or support the development of source selection plans, mitigating risks by qualifying multiple sources, and practice split awards when possible. Present business cases to Program Management and Supply Chain Leadership.
  • Provide subcontractor and critical procurement-related input into customer proposals.
  • Ensure subcontractors' milestone payment plans align with program expectations, budget, and schedules.
  • Develop a preliminary Supply Chain Management Plan that includes resources for successful new program start-up.


Qualifications You Must Have:
  • Required Bachelor's Degree with an emphasis Technical/Engineering concentration
  • Relevant technical experience may be considered in lieu of technical education
  • Typically, 8+ years of progressive supply chain experience, which includes 4+ years of program/people management experience.
  • Experience in multiple phases of product cycle to include prototyping, development, qualification, certification, LRIP (Low-Rate Initial Production), FRP (Full Rate Production) and Sustainment
  • Working experience in program management and knowledge of supply chain techniques including procurement regulatory requirements; thorough knowledge of cost & schedule analysis.
  • Experience working with the Department of Defense (DoD) and Aerospace and Defense (A&D) sectors, including defense, aircraft, and aerospace. Experience with commodities such as electronics, software, and other high-tech sectors.
  • Experienced in Design for Supply Chain (DFSC) initiatives, including Design to Product Target Cost (DPTC) methodologies for development programs
  • Working knowledge with Risk and Opportunity Management, EVMS, Material Sale Forecasts, ERP/MRP, Gate Reviews
  • Proficiency in oral and written communication, with ability to present in front of groups
  • Advanced Microsoft Office Suite skills to include, Word, Excel, PowerPoint, and Teams. Must be able to perform data analytics for trend analysis.
  • Ability to travel 25% to 50% of time on average, with extensive travel from time to time.


Qualifications We Prefer:
  • Higher technical education (postgraduate) may be considered as substitute for relevant technical experience.
  • Strong Understanding of Federal Acquisition Regulations (FAR)
  • Understanding of FAA Regulations, AS9100, Cyber Security, and other industries requirements
  • Ability to influence all levels of the organization
  • The ability to obtain and maintain a Security Clearance may be required Program Management Professional (PMP) or applicable Defense Acquisition University (DAU) certifications
  • Certification by the Institute of Supply Management (ISM)
  • Experience working in CostPoint or other MRP/ERP systems

Estimated Starting Salary Range: $124,771.42 - $171,560.71. Compensation varies depending on a wide array of factors, such as candidates' key skills, relevant work experience, and education/training/certifications. The disclosed range estimate may be adjusted for any applicable geographic differential associated with the location at which the position may be filled.

SNC offers annual incentive pay based upon performance that is commensurate with the level of the position.
