One Federal Solution is seeking an Emergency Management Planner. As an Emergency Management Planner supporting the U.S. Department of State, provide subject matter expertise in occupant emergency planning and emergency preparedness training. Serve as the primary liaison with the Office of Emergency Management’s Emergency Response and Exercise Division (A/DOES/OEM/ERED), leading coordination efforts for fire drill planning, training, and emergency exercises. Deliver technical guidance, planning support, and regulatory compliance expertise across domestic Department operations.
Emergency Management Planner Key Responsibilities:
• Serve as an expert advisor to Designated Officials and Senior Department Representatives on occupant emergency planning requirements.
• Develop, review, and coordinate facility-specific emergency preparedness plans in alignment with federal policy and regulatory standards.
• Conduct Occupant Emergency Organization (OEO) response team training and evaluate emergency plans for compliance with 41 CFR 102-74 and 29 CFR 1910.
• Coordinate with HST bureaus and office representatives to address occupant emergency planning requirements, including accommodations for personnel with access and functional needs.
• Lead and support interagency planning efforts and synchronization of Department of State domestic strategy plans.
• Collaborate with OEM/ERED to develop and deliver drills, training sessions, and exercises to test emergency preparedness plans.
• Apply expert knowledge of emergency management principles and national policy directives such as the Post-Katrina Emergency Management Reform Act, E.O. 12656, and the National Preparedness System.
• Facilitate planning meetings and develop supporting materials including agendas, presentations, talking points, and official briefings.
• Prepare high-quality documentation under tight deadlines, including response memos, emergency plan evaluations, and compliance reports.
• Advise domestic Department personnel on emergency planning procedures, ensuring all activities meet mandated standards and best practices.
Emergency Management Planner Qualifications & Skills:
• Deep understanding of national emergency management policies and federal regulations, including GSA CFR 41 Part 102-74 and OSHA 29 CFR 1910.
• Expertise in developing, reviewing, and coordinating emergency preparedness strategies.
• Active Secret Clearance
• Proven ability to build and lead collaborative planning teams across multiple agencies.
• Strong analytical skills to evaluate plans for compliance and effectiveness.
• Excellent verbal and written communication skills; able to write under pressure and present briefings to senior leadership.
• Proficiency in addressing emergency planning needs for individuals with disabilities or functional needs.
• Demonstrated ability to manage multiple planning initiatives from development through execution in response to all hazards and threats.
Emergency Management Planner Education:
• Bachelor’s Degree in Emergency Management, Public Safety, or related field, or a minimum of five (5) years of relevant experience in emergency planning and preparedness.
