POSITION OVERVIEW


The International Agreements Specialist in this role will serve as a subject matter expert in international policy and agreements and shall perform analytical and support tasks for the development and negotiation of international agreements for the Defense Threat Reduction Agency (DTRA) under the direction of the DTRA OI Agreements lead in a dynamic, fast-paced, and mission-oriented environment. The contractor shall work within the DTRA Operations and Integration Directorate, Global Integration Department, Functional Combatant Command Division.

JOB RESPONSIBILITIES:


As an International Agreements Specialist, you will provide support to Counter Weapons of Mass Destruction efforts and operations executed by warfighting units and partners. You will provide administrative and agreements support to DTRA staff and foreign liaison officers. As required, you will interact with DOD, USG department and agency, foreign, and industry partners. You will maintain the review process across the spectrum of existing agreements and make recommendations on whether to continue, modify, or cancel agreements. You will work closely with other members of your team to identify areas to increase the effectiveness and efficiency of processes and procedures.

  • Interact with senior DoD policy personnel responsible for ensuring associated agreements are in place that facilitate engagements with foreign partners; develop and implement reciprocal and non-reciprocal personnel exchange agreements with international partner countries; establish liaison agreements with DoD partners; and process a multitude of other support agreements.

  • Understand guidance from the Office of General Counsel, international, and domestic laws particular to treaties between the U.S. Government and the greater international community.

  • Meet with key stakeholders, including within DTRA, USG organizations, and foreign personnel to determine appropriate agreements to enable collaboration and cooperation in furtherance of the DTRA mission.

  • Prepare draft documents, briefings, information papers, concepts, policies, and strategy in support of this subtask.

  • Provide products that reflect documented research, comprehensive coordination, relevant information, problem identification, potential courses of action, and recommended solutions.

  • Coordinate all international and support agreements efforts through relevant DoD and other organization channels, as necessary to ensure products are in compliance with U.S. laws, regulations, and policies.


QUALIFICATIONS:


Required Qualifications:


  • Must be a U.S. Citizen

  • Possess Top Secret security clearance and be eligible for immediate SCI nomination and indoctrination

  • Master's degree from an accredited college or university

  • Position requires a minimum of 10+ years general experience with 5 to 7 years of experience supporting the development of international, interagency, and support agreements.

  • Demonstrated experience developing bilateral international agreements is desirable.

  • Experience working in a time-sensitive environment with a high-level of accountability.

  • Demonstrated experience in the ability and skills to manage multiple projects, keep track of, or adjust, existing tasks while identifying new tasks and expectations as projects evolve

  • Demonstrated ability to write clear, concise, and articulate correspondence with a focus on quality control and attention to detail; excellent oral and written communication skills geared towards senior executives

  • Strong interpersonal and customer service skills that foster teamwork and create positive relationships with staff and principals

  • Working knowledge of coordination requirements for the successful preparation and approval of reports, briefings, memoranda, and presentations

  • Ability to prioritize, multi-task, plan, problem solve, and adapt in a fast-paced and strategic environment under minimal supervision

  • Proficiency with MS Office applications (e.g., Word, PowerPoint, Excel, and Project)


Preferred Qualifications:


  • Experience with international partners and allies and/or with regional combatant commands and other USG agencies.
