Job Description
As a Proposal Engineer, you will be a member of a cross-functional team responsible for defining, developing, and sustaining enhancements to live communication systems. You'll provide technical and proposal support for systems that give warfighters familiar cellular phone-like service, allowing ground forces to communicate directly with others at higher levels of quality and much greater capacity than current systems.
This mid-level systems engineering role combines technical expertise with proposal development responsibilities. You'll work on non-critical path technical tasks while leading proposal writing efforts during active proposal periods. Your work will involve parsing financial data, developing basis of estimates (BOE), assimilating technical information, and creating comprehensive technical documentation.
The ideal candidate brings strong technical background with excellent communication skills and experience in proposal development processes within the defense and aerospace industry.

Duties and Responsibilities
• Lead proposal writing efforts with typical 45-day turnaround periods.
• Develop basis of estimates (BOE) by parsing and analyzing financial data.
• Assimilate complex technical information into clear, comprehensive proposals.
• Create technical documentation for defense communication systems.
• Support systems engineering tasks on non-critical path activities.
• Collaborate with cross-functional teams to define and develop system enhancements.
• Manage multiple proposals simultaneously while maintaining quality and meeting deadlines.
• Communicate complex engineering concepts clearly to both technical and non-technical audiences.
• Apply knowledge of government contracts and acquisition processes to proposal development.
• Follow defense and aerospace industry standards and best practices.
• Coordinate with technical teams to gather requirements and specifications.
• Review and edit technical content for accuracy and clarity.

Required Experience/Skills
• Bachelor's degree in Systems Engineering or related Science, Engineering, or Mathematics field.
• 5+ years of job-related experience (or Master's degree plus 3 years of job-related experience).
• Strong technical background with ability to understand and communicate complex engineering concepts.
• Excellent written and verbal communication skills.
• Strong interpersonal and communication abilities.
• Proficiency in Microsoft Office Suite, particularly Word and Excel.
• Strong organizational and time management skills.
• Ability to manage multiple proposals simultaneously.
• Capability to work independently and collaboratively in a fast-paced environment.
• Experience with defense and aerospace industry standards and practices.
• Knowledge of proposal development processes and best practices.
• Familiarity with government contracts and acquisition processes.

Nice-to-Haves
• Agile experience preferred.
• Knowledge of proposal development methodologies (e.g., Shipley, APMP).
• PMP or other relevant certifications.
• Experience with 3GPP specifications.
• Knowledge of space-based protocols (TTE, AFDX, CDMA, OFDM).
• Experience with basis of estimate (BOE) development.
• Previous proposal writing experience in defense industry.
• Project management experience.

Education
• Bachelor's degree in Systems Engineering or related Science, Engineering, or Mathematics field required.
• Master's degree preferred.
Clearance Requirements
• Department of Defense SECRET security clearance preferred at time of hire.
Candidates must be able to obtain a SECRET clearance within a reasonable amount of time.
