Position Summary / Objective:
KMS Solutions, LLC is seeking a highly motivated individual to serve as a Mid-Level Financial Analyst to provide business, financial, and programmatic support for the Advanced Undersea Systems Program Office (PMS 394), as part of Program Executive Officer (PEO), Attack Submarines (PEO SSN).

Position Summary / Objective:

- Perform financial analyst services including data gathering, budget and financial analysis, and trend analysis.
- Create, maintain, and update financial databases and spreadsheets, and generate various financial reports as required. Maintain appropriate records and documentation.
- Provide daily support to Financial Management team.
- Collect and review financial data from various sources.
- Provide financial models and financial statements, apply forecasting techniques, and evaluate performance against budget submissions.
- Coordinate with customer and field activities to establish funding priorities.
- Reconcile spend plans according to Resource Management Plan and weekly status reports.
- Compile and submit Task Assignment Sheets to initiate financial transactions.
- Track and reconcile funds obligation and expenditure status.
- Resolve accounting discrepancies.
- Respond to financial data calls.
- Provide inputs for Congressional budget exhibits.
- Coordinate with the field activities to establish timely receipt of reimbursable funds.
- Review and develop analytical and technical input needed to evaluate documentation.
- Develop briefs to ensure accurate, timely, and essential information is provided to decision makers. Including Unclassified and Classified briefs for audiences up to and including the Flag level.
- Set high personal standards for performance/conduct.
- Demonstrate ability to be a team player; work well with others; contribute positively to work/team environment while continually seeking ways to enhance contribution to the team.
- Manage and delegate tasking to other financial analysts.
Required education and experience:
- A bachelor's degree in accounting, business, finance, or related field. A candidate with three or more years' experience directly supporting a Navy customer in a business or financial capacity will be considered in lieu of a degree.
- Seven years of experience as a financial analyst for the DoD and at least three years with the Navy.
- Experience executing funds in Navy Enterprise Resource Planning (ERP). Strong ERP skills.
- Knowledge of the Navy's Planning, Programming, Budgeting, and Execution processes and policies.
- Experience with PDOCs/RDOCs/COBRA.
- PBIS database experience.
- Strong Microsoft Excel skills (using Excel to create PIVOT tables for data analysis).
Preferred education and experience:
- Experience working in a Navy environment, specifically within Team Submarine or submarines in general.
- Knowledge of NAVSEA and/or Team Submarine policies and procedures.
- Familiarity with rules governing the different Navy Appropriations.
- Budget Automation and Process Improvement.
Competencies:
- Strong written and oral communications.
- Ability to research, analyze, and synthesize data for senior leader review is required.
- Must be able to communicate effectively and excel in a fast-paced environment.
- Ability to work independently and with a team and often under short deadlines.
- Very proficient with Microsoft Office Suite (Outlook, PowerPoint, Word, Excel, SharePoint).
