Technical Counterintelligence Lead

Key Role:

Ensure Technical Surveillance Countermeasures (TSCM) team compliance in conduct and completion of all TSCM activities, related support and other technical operations. Maintain familiarization with all governing national and agency level policies, as well as all other regulatory guidelines. Ensure team conduct of processes and activities as well as reporting and training requirements are compliant with established policies and timelines and in accordance with the TSCM Program. Maintain knowledge of National, DoD, and agency regulations and instructions as they relate to TSCM and CI. Ensure designated National and DoD counterintelligence (CI) database is updated with mission reporting in a timely manner and for accuracy and completeness. Advise development of, maintain, and implement standard operating procedures for the team. Manage overall training track for team baseline, including identifying and recommending individual practitioners for advanced training, assisting coordination for annual training courses, and providing oversight for apprentice training program, and monitor team compliance with physical and technical security standards and requirements for access to DoD networks. Coordinate with TSCM Cyber and IPMS Leads to ensure missions are appropriately staffed. Assist the TSCM Program Manager and government leads as required with supervision of personnel and operations. Ensure TSCM operations meet customer needs and threat-based priorities and are conducted according to established guidelines. Provide technical recommendation and guidance to and reinforce partnerships with agency entities. Coordinate issues identified in the conduct of TSCM activities. Provide recommendation and guidance for agency facilities under construction. Provide requestors with comprehensive documentation of procedures, listings of vulnerabilities or hazards, and recommended mitigation techniques or corrective action, respond to discovery of hostile technical surveillance penetrations according to established national procedures, and ensure agency's TSCM program is effective according to national, DoD, and agency objectives. Coordinate the actions of teams, projects, or initiatives covering the full spectrum of Technical Counterintelligence to ensure they are consistent with the agency's mission, vision, goals, values, and operational structure, as well as with the organization, mission and goals of the national and DoD CI communities. Coordinate team activities, to include internal and external correspondence, resource allocation, personnel management, inventory control system, training program development and policy analysis, which requires extensive coordination and liaison not only within the agency, but with DoD, IC agencies, and the military services. Advise development, implement and oversee on-the-job-training program to prepare TSSC Technicians for success at government sponsored training.

Basic Qualifications:

  • 11+ years of experience working in intelligence or counterintelligence
  • Experience writing and editing technical documents
  • Experience coordinating and identifying training for employees
  • Active TS/SCI clearance; willingness to take a polygraph exam
  • HS diploma or GED
  • Interagency Training Center (ITC) TSCM Certification
  • DoD 8570.01-M Information Assurance (IA) II Certification


Additional Qualifications:

  • Experience with telephone security, such as Telephone Security Group (TSG) requirements
  • Bachelor's degree in Computer Science, Engineering, or a related field
  • Graduate of a federal or DoD CI training academy
  • TSCM for Information Systems Certification


Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,500.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
