The Release Train Engineer (RTE) serves as the strategic leader and coach for the Army Training Information System (ATIS) Agile Release Train (ART) or Global Force Information Management (GFIM) project, ensuring the seamless execution of Agile practices to deliver high value solutions. This role is pivotal in synchronizing the activities of multiple teams, facilitating communication between stakeholders, managing risks, and driving continuous improvement within the ART. As a senior leader, the RTE provides guidance on Lean Agile principles, oversees program level events, and ensures alignment with organizational goals while navigating the complexities of DoD Agile software development projects.
Strategic Leadership and Facilitation: Serve as the leader and coach for the ART, synchronizing activities across multiple SAFe architecture, matrix support, and development teams. Facilitate key Agile Release Train events, including Program Increment (PI) Planning, System Demos, and periodic synchronization events like the ART sync. Establish and communicate the annual calendars for Iterations and Program Increments (PIs) to ensure program alignment. Plan and execute PI planning sessions, enabling teams to define and prioritize features and capabilities.
Risk and Dependency Management: Identify and manage program level risks and dependencies, ensuring seamless integration of deliverables. Escalate and resolve impediments that impact ART performance, collaborating with stakeholders to drive resolution.
Metrics and Reporting: Lead SAFe metrics reporting for senior leaders, utilizing Agile Program Management Tools to provide actionable insights and progress updates. Facilitate economic decision making by assisting teams with feature and capability estimation and rolling up to Epics, when required.
Coaching and Continuous Improvement: Coach leaders, teams, and Scrum Masters on Lean Agile principles, fostering a culture of continuous improvement and a growth mindset. Drive relentless improvement within the ART by promoting the use of industry best practices and tools. Stakeholder
Engagement and Communication: Act as the primary liaison between Agile teams and stakeholders, ensuring alignment with organizational goals and expectations. Provide regular updates to senior leadership on ART progress, risks, and opportunities for optimization.
Program and Contract Management: Leverage in-depth knowledge of Government acquisition processes, contracts, and subcontract management to ensure compliance and program success.

Education and Requirements:
SME Level
- Master's degree in an IT related discipline or equivalent experience.
- 20+ years of experience in implementing software solutions for the DoD and/or federal government. 5+ years leading Agile projects, including experience as a Release Train Engineer for one or more DoD Agile software development projects.
- SAFe Program Consultant (SPC). SAFe Release Train Engineer certification. PMI Agile Certified Practitioner (PMIACP).
Senior Level
- Bachelor's degree in business, Engineering, or related field.
- 10+ years of directly related experience in Agile program management, including Release Train Engineer (RTE) roles.
Current and active Secret security clearance.
