Duties

  • Provides strategic planning and resource allocation, financial management and accounting advice to the President, COS, and senior staff regarding academic and business support programs.
  • Serves as the final authority to interpret and control reporting requirements of resources, subordinate colleges and components. Responsible for providing oversight and focus on budget, finance, accounting, organizational and other related functions.
  • Develops financial program policies, resolving critical problems and issues related to policy application. Coordinates program objectives and metrics; resolves conflict among schedules, funding and resources.
  • Develops fiscal year resource management program plans and program emphasis. Orchestrates the formulation and execution of the appropriated fund program and budget to include providing and developing guidance, policy, analysis and related dated.
  • Oversees the day-to-day execution of the resource management functions within the framework of existing laws, regulations, and policies. Is the final technical authority to interpret and control reporting requirements of all NDU fiscal resources.
  • Responsible for the automated and integrated system of financial services to ensure compliance and audit capabilities, modernizing the financial accounting functions, and supporting development of an integrated enterprise data management platform.

  • Obtain/maintain Level III Financial Management Certification in accordance with National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1599.
Qualifications

Specialized Experience: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service. Specialized experience is defined as experience directing agency level financial management and accounting programs (including metric analysis, budget planning and execution, cost analysis, process improvement programs, organizational planning and analysis, and audit compliance) and management or oversight of appropriated and non-appropriated funding ensuring compliance with applicable laws and regulations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level.
