One Federal Solution is seeking an experienced Commodity Jurisdiction Analyst – Level IV to support the Department of State’s Directorate of Defense Trade Controls (DDTC). This position plays a key role in reviewing and advising on export control regulations, jurisdictional determinations, and technical dispute resolutions related to the U.S. Munitions List (USML) and International Traffic in Arms Regulations (ITAR).
Required Qualifications:
Bachelor’s degree or higher in Electrical Engineering or the Liberal Arts
Seven (7) or more years of relevant experience in a related field
Excellent verbal and written communication skills
Strong organizational skills and the ability to manage multiple priorities
Excellent judgment and ability to work independently
Experience dealing with government agencies, industry experts, and international stakeholders
Active Top Secret clearance, with the ability to hold a TS/SCI if required
Key Responsibilities:
Perform high-level analysis of Commodity Jurisdiction (CJ) requests, including technical dispute resolution (TDR)
Draft, revise, and peer-review complex technical and regulatory justifications
Represent and defend State Department positions in interagency and industry engagements
Advise senior leadership and provide feedback to the CJC Division Chief and Deputy
Support multilateral export control regime reviews, such as the Wassenaar Arrangement and Missile Technology Control Regime
Originate new methodologies, policies, or criteria based on emerging technologies and trends
Research and analyze novel technologies for inclusion on the USML
Develop and review written products, including Regulatory Review Letters and General Correspondence
Contribute to shaping DCS technology policy and participate in drafting final rules, notices, and internal policy recommendations
Engage with internal and external stakeholders to influence regulatory direction and policy decisions
Ideal Candidate Profile:
Demonstrated expertise in ITAR, USML, and export control regulations
Proven ability to lead complex regulatory reviews and interagency coordination efforts
Skilled in writing clear, concise, and technically sound regulatory documents
Strong analytical thinker who thrives in a fast-paced and evolving policy environment
