Project Manager
Location: Redstone Arsenal, Alabama

Description:
HigherEchelon is seeking Project Manager to provide technical and management leadership for all tasks outlined in the Performance Work Statement (PWS) for the U.S. Army Material Command (AMC). This role ensures the successful execution of IT programs, including planning, resource allocation, risk management, and stakeholder communication.
This position is contingent upon contract award.
Job Responsibilities:
Establish goals, plans, and strategies to meet project requirements.
Maintain domain and expert technical knowledge to guide project implementation.
Direct and control activities, ensuring financial management, methods, and staffing align with technical requirements.
Plan, initiate, and manage IT projects, ensuring alignment with AMC mission objectives.
Develop and maintain detailed project management plans, including scope, schedule, budget, and resource allocation.
Monitor progress to ensure deadlines, standards, and cost targets are met.
Serve as a liaison between business and technical teams, ensuring clear communication and alignment.
Negotiate with clients and interface with senior management to address project needs.
Identify issues in a timely manner and provide corrective action plans.
Develop risk management and mitigation plans to manage tradeoffs between performance, cost, and schedule.
Ensure quality assurance and compliance with Army regulations and policies.
Lead and guide the work of technical staff, subcontractors, and stakeholders.
Provide guidance and training to team members to enhance skills and capabilities.
Prepare and deliver monthly status reports, program management reviews, and other deliverables as required.
Document discussions, follow-up actions, and meeting minutes for workshops and reviews.
Required Skills:
Strong leadership and interpersonal skills.
Excellent organizational, planning, and problem-solving abilities.
Proficiency in project management tools (e.g., Microsoft Project, Jira, Asana).
Ability to manage multiple projects simultaneously and prioritize tasks effectively.
Strong communication skills for negotiating with clients and senior management.
Must be a U.S. Citizen
Must have a Secret security clearance
Desired Skills:
Experience with DoD or Army IT programs.
Familiarity with ITIL, CMMI, and Agile methodologies.
Knowledge of cybersecurity and risk management frameworks.
Education and Experience:
Bachelor's degree in science, Technology, Engineering, Mathematics, IT, or business-related programs.
Minimum 10 years of experience managing IT programs.
Program Management Certification (e.g., PMP, PgMP) is required.
Working knowledge of cloud technologies (e.g., AWS, Azure, GCP) and IT infrastructure programs.
