Program Manager

Description:
HigherEchelon is seeking a Program Manager to serve as the lead contract representative, responsible for overseeing all aspects of performance, delivery, risk, and compliance across the CASCOM G6 IT Support Services program. This role requires proactive coordination with Government stakeholders, internal technical leads, and subcontractor personnel to maintain mission continuity and contractual integrity.
This position is contingent upon contract award.
Job Responsibilities:
Serve as the primary point of contact with the Government Contracting Officer's Representative (COR), Contracting Officer (KO), and technical stakeholders.
Provide executive leadership across all task areas outlined in PWS Sections 1.2.1 through 1.2.13.
Lead program planning, performance tracking, and reporting, including daily operations oversight, risk mitigation, and deliverable quality.
Support knowledge management, performance reviews, and development of formal transition-in and transition-out plans.
Maintain situational awareness of all service delivery areas, including ticket volume trends, staffing efficiency, and evolving IT requirements.
Review and approve Standard Operating Procedures (SOPs), reports, and incident resolution logs.
Identify staffing gaps, manage surge requirements, and oversee backfill planning and onboarding.
Ensure all Key Personnel maintain readiness, compliance, and performance standards.
Required Skills:
ITIL v4 Foundation Certification
CompTIA Security+ (IAT Level II baseline) Certification
PMP or equivalent project management certification
Leadership and coordination with stakeholders and technical teams
Must be a U.S. Citizen
Must have a Secret security clearance
Desired Skills:
Familiarity with CASCOM G6 or TRADOC IT environments
Prior experience supporting Army classroom systems, AV technologies, or digital training platforms
Understanding of Army Enterprise Service Management Platform (AESMP) or Remedy-based ticketing systems
Education and Experience:
Bachelor's degree in Information Technology, Business Administration, or related field
Minimum of 8 years in IT program or project management supporting Federal clients
Demonstrated experience managing large, multidisciplinary IT support teams across classified and unclassified environments
Proven track record in meeting performance metrics under Firm Fixed Price (FFP) contracts
