Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $112,700.00 - USD $176,150.00 /Yr.
The Program Manager leads and oversees complex, multi-location technical projects and teams, serving as the primary liaison with government stakeholders, managing resources and budgets, directing technical operations, and ensuring successful delivery of ACAT I and II programs while maintaining alignment with contract requirements and program objectives.
- Directs and manages cross-functional teams across multiple locations, including contractors and technical personnel working on ACAT I and II programs
- Serves as the primary point of contact with government program authorities, maintaining communication on technical and program/project issues
- Oversees project operations by developing procedures, planning and directing technical execution, maintenance, and administrative support activities
- Manages program resources, including budget administration, resource allocation, and ensuring compliance with contract requirements
- Provides technical direction for aircraft systems, including hardware/software integration, configuration control, testing, and systems supportability
- Regularly briefs senior leadership on program status, milestones, and progress updates
- Develops and implements project management procedures, including risk management, schedule tracking, and quality control measures to ensure successful project delivery

Required Qualifications
Masters' degree in business administration or relevant technical discipline with at least twelve (12) years of professional experience in defense acquisition program/project management. OR Bachelors degree with at least sixteen (16) years of professional experience in defense acquisition program/project management
- At least 3 years of experience within the last 6 years supporting Navy acquisition management, with a minimum of 3 years in a supervisory role.
- At least 1 year of experience managing staff or leading a team
- Active secret or higher clearance
- Must be a US Citizen
Desired Qualifications
- Experience with contract management (CPFF, FFP and T&M)
- Experience managing different phases of weapon system acquisition, including Concept Development, SD&D. Knowledgeable of acquisition policies and procedures.
- Demonstrated knowledge of and experience with the requirements of the DOD 5000 series.
- Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management
