Duties
This position is located in a Joint Force Headquarters - State (JFHQ-ST), Emergency Operations Directorate. The incumbent of this position serves as the Deputy Fire Chief responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the base. This position is assigned to an installation with a GS-0811-12 Fire Chief.
As Deputy Fire Chief, participates in all aspects of the administration and planning of a comprehensive fire prevention, firefighting, and rescue program at the installation. Responsible for overall direction of the activities of the training, technical services, and operations programs and operation of the communications center. Reviews plans, schedules, and other management activities of subordinate assistant chiefs, ensuring that all programs are fully functional and operating at maximum efficiency and effectiveness. As necessary, reassigns employees to balance manning of subordinate programs and otherwise ensures that all programs are manned to accomplish the mission. Responsible for review of base plans, policies, strategy, tactics, and procedures for fire suppression and prevention to ensure compliance with current and new national consensus standards, National Fire Codes, uniform building codes, Code of Federal Regulations, Occupational Safety and Health Administration policies and procedures, and environmental laws and regulations as they apply to fire protection.
Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control or aircraft crash/rescue operations. Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Fire Chief upon arrival. Supervises safe and proper rescue operations of endangered persons. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons.
Assists the Fire Chief by representing the Fire Protection Flight at a variety of installation, local community, and functional area organizations and by participating in special projects and initiatives. Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments. Provides technical advisory services to management on all matters pertaining to fire protection and prevention. Coordinates with off-base fire departments in planning, developing, and conducting training and to work out cooperative, mutual aid agreements.
Participates with the Fire Chief in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate assistant chiefs. Advises staff regarding policies, procedures, and directives of higher-level management. Approves or selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements. Ensures reasonable equity among elements of performance standards developed, modified, and/or interpreted, and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees. Directly supervises and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases and extensive overtime. Recommends awards for subordinate supervisory personnel and changes in position structures and classification to higher level managers. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees.

GENERAL EXPERIENCE : Must possess experience, education or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE : Must possess at least 1 year equivalent to at least GS-09, experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel. Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. Have experience in rescue operations; experience in detection, reduction, or elimination of potential fire hazards; experience in operation of fire communications equipment; experience in controlling hazardous materials incidents; and, developing, implementing, or providing training in fire protection and prevention.
-Knowledge of the theory, principles, methods, techniques, and practices of fire fighting, rescue operations, and other
emergency procedures.
-Knowledge of basic and specialized firefighting equipment (fire department communication equipment, fire extinguishing
equipment operation, etc.), techniques, and procedures.
-Knowledge of the theory, principles, methods, techniques, and practices of structural and airfield firefighting, fire
prevention, hazardous materials, emergency medical services, and operation of firefighting equipment and vehicles.
-Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel
and equipment under stressful and dangerous conditions.
-Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
-Ability to communicate effectively, both orally and in writing.

- Incumbent is on call 24 hours a day, 7 days a week unless TDY or on leave.
- The incumbent may work a minimum of a 56-60 hour week with the supervisor's approval.
