Amentum is looking for a highly skilled and experienced Navy Communications and RADAR Planning Trainer to support the global mission requirements of the United States Navy in Yokosuka, Japan. Day-to-day work will include the analysis of technical data for communication equipment/systems, radar systems, passive and active sensors, and other systems, submitted through the coordination chain to eliminate conflicts in frequency assignment management. Specific work will focus on Communications Plans / RADAR Plans / EMCON Validation / Own Force Monitoring (OFM) training to Navy commands stationed in / deploying to / transiting through the Pacific Area of Operations (AO).
Your knowledge of radio equipment and radio propagation characteristics aids in training appointed Fleet spectrum managers and planners to execute their daily duties. The position will provide you with a unique experience through the chance to work with systems utilizing the entirety of the radio-frequency. You will work with minimal oversight in coordination with appropriate military and other government officials. You will also proactively support education, outreach, and policy review and development, as needed. Job Duties and Responsibilities:
The Navy Communications and RADAR Planning Trainer will provide training to Fleet Spectrum Managers, Communication Planners, Radar Planners, and OFM Operators prior to deployment and while deployed on ships (Each travel event is expected to be for a duration of 5-7 days at a time - however, longer stays may be required due to unexpected circumstances). Travel may be up to 24 weeks a year. You will be responsible for:
- Developing and maintaining a curriculum to meet the needs of the Fleet appointed communications and radar planner duties. Training will include using Real Time Spectrum Operations (RTSO) to conduct interference analysis and mitigation, RADAR planning, preparing Operational Task Communications (OPTASKCOMs), and EMCON Validation/Own Force Monitoring (OFM).
- Provide training on Electromagnetic Compatibility (EMC) as it applies to communications and radar planning and policies/guidance affecting Navy's use of spectrum-dependent equipment (Fleet emission policies, standing OPTASK COMM plans, International Telecommunications Union (ITU) frequency allocations, National Telecommunications and Information Administration (NTIA) regulations, etc.)
- Review and provide guidance on governing doctrine and policy that affects the use of RTSO software
- Travel to/attend meetings across the Pacific area, related to communications and radar planning, training, and RTSO software development and provide technical reviews of documents related to those subjects (e.g., Instructions, Manuals, and Regulations, policy papers, etc.)
Required Skills and Qualifications:
- Graduate of the Interservice Radio Frequency Management School (IRFMS) or The Army Spectrum Management Course or a BS or BA degree
- 10+ years' work-related experience
- Must have an Active Secret US Government Clearance to start. Must be able to obtain and maintain a Top Secret (TS)/Sensitive Compartmented Information (SCI) US Government Clearance. Note US Citizenship is required to obtain a TS/SCI Clearance
- Must be able to obtain and maintain a US Government issued Passport and/or VISA
- Prior experience in developing and publishing Operational Tasking Communications Plans and RADAR Assignment Messages
- Excellent written and verbal communication skills\
Desired Experience:
- Five+ years' experience in U.S. Navy programs or operations
- 3+ years of experience as a Military technical Instructor
- Knowledge of any of the following GEMSIS software applications:
- Equipment Location Certification Information database (EL-CID)
- Host Nation Spectrum Worldwide Database Online (HNSWDO)
- Joint Spectrum Data Repository (JSDR)
- End-to-end supportability system (E2ESS)
- Understanding of INDOPACOM spectrum process and procedures
