Position Summary:
The Program/Project Manager oversees and coordinates complex programs involving the development, deployment, and sustainment of the TMIP and OpMed application suites across CONUS and OCONUS operational environments. The role is responsible for lifecycle planning, stakeholder engagement, acquisition oversight, and leading cross-functional teams to meet technical, schedule, and budget objectives in alignment with DoD standards.

Position Summary:
The Program/Project Manager oversees and coordinates complex programs involving the development, deployment, and sustainment of the TMIP and OpMed application suites across CONUS and OCONUS operational environments. The role is responsible for lifecycle planning, stakeholder engagement, acquisition oversight, and leading cross-functional teams to meet technical, schedule, and budget objectives in alignment with DoD standards.
Duties and Responsibilities:
- Manage large-scale defense health IT programs including program initiation, planning, execution, monitoring, and closeout.
- Lead teams through Agile and DevSecOps - based development and sustainment lifecycle.
- Oversee contract execution, resource allocation, risk management, and technical reviews.
- Coordinate requirements elicitation and documentation in collaboration with functional stakeholders and engineering teams.
- Develop and monitor program budgets, schedules, performance metrics, and quality benchmarks.
- Facilitate stakeholder engagements and coordinate across government agencies, contractors, and support teams.
- Ensure compliance with DoD acquisition regulations, cybersecurity policies, and lifecycle management directives.
- Oversee program reviews, Configuration Control Boards (CCBs), and Integrated Product Teams (IPTs).
- Develop reports, plans, presentations, and updates for leadership and stakeholders.
Required Qualifications:
Security Clearance:
- Hold an active DoD Secret clearance; TS/SCI may be required for certain assignments.
Program/Project Manager II (MANP2):
- Education: Bachelor's degree in a technical or managerial discipline
- Experience:
- 10 years of experience with C4ISR or similar projects
- 8 years in information assurance, computer network defense, or system integration
- 4 years managing IA or cyber defense programs
- Skills: Supervision, schedule management, proposal development, procurement coordination
- Knowledge: FAR, DoD procurement policies, team leadership
Program/Project Manager III (MANP3):
- Education: Bachelor's in Engineering, Physical Sciences, Math, MIS, or Business
- Certification: PMP or DAWIA Level 2/3 in Program Management
- Experience:
- 15 years supporting program/projects (equipment, system, or programmatic support)
- 8 years of direct program management
- 5 years managing IA or cyber defense projects
- Skills: Program design, acquisition and budget planning, technology assessments, and leadership in a multi-agency environment
- Knowledge: Deep understanding of FAR, DoD policies, and defense health systems
