COLSA is seeking a Solutions Architect to develop client-ready, technically compelling solutions in response to large, complex federal solicitations. This position is ideal for a senior engineering and acquisition leader with a proven track record across the Department of Defense (DoD) lifecycle-from concept development to systems integration-who can bring strategic insight and technical depth to proposal development and solutioning efforts.
This role directly supports the growth of COLSA's federal portfolio through collaboration with Capture, Proposal, Pricing, and Technical SMEs to design differentiated solutions aligned with customer mission needs, industry best practices, and COLSA's strategic capabilities.

- Develop winning solution strategies for complex DoD and Federal RFPs, RFIs, and IDIQ task orders, ensuring alignment with customer missions, evaluation criteria, and compliance standards.
- Architect tailored technical and management solutions that demonstrate innovation, feasibility, and value across PWS requirements
- Translate concepts into persuasive and clear proposal content, collaborating with SMEs to articulate strengths and discriminators.
- Facilitate collaborative solution development across capture managers, proposal leads, pricing analysts, technical staff, and functional teams to balance cost, schedule, risk, and performance.
- Serve as a technical thought leader in shaping capture strategies-developing storyboards, solution narratives, win themes, and proposal outlines that align with federal acquisition trends and government priorities.
- Apply structured processes and critical thinking to lead color team reviews, solution validation sessions, and Black Hat reviews for competitive positioning.
- Leverage deep understanding of federal contract vehicles (OASIS+, EXPRESS, RS3, ASTRO, etc.) and acquisition strategies to craft responsive and compliant technical volumes and RFI responses.

Required Experience
Required Qualifications
- Bachelor's degree in engineering or technical field.
- 20+ years of progressive experience in defense engineering, acquisition strategy, and technical program leadership.
- Extensive experience briefing senior government leadership, writing contract requirements packages, and executing proposal strategies for cost-reimbursable efforts.
- Deep understanding of DoD systems acquisition lifecycle and capability development from requirements through fielding.
- Demonstrated success in crafting compelling technical narratives aligned with PWS/SOW/Government requirements.
- Experience with major IDIQs used across Army and DoD
- Exceptional communication, writing, and leadership skills with the ability to synthesize inputs from SMEs into clear, value-driven proposal responses.
- Active DoD Top Secret clearance
Preferred Qualifications
- Master's degree or PhD preferred.
