Job Summary
Galapagos Federal Systems LLC is seeking a dynamic and experienced Program Manager Level 4 to lead efforts in support of the Space Training and Readiness Command (STARCOM) Technical and Organizational Classified Support (TOCS) contract. This role presents a unique opportunity to drive mission success and contribute to the advancement of U.S. space capabilities in support of national defense.
As the on-site lead for Galapagos, the Program Manager will oversee all aspects of contract execution, including team leadership, stakeholder coordination, and the management of cost, schedule, scope, and performance. This individual will be responsible for guiding a multi-disciplinary team of Galapagos and subcontractor personnel, ensuring seamless integration and successful delivery of classified technical support services.
Skills / Experience Required
Program Manager L4 Skills and Experience:
* Active Top Secret/SCI Clearance
* 15+ years of hands-on Department of Defense (DoD) experience, including deep expertise in space systems
* 10+ years of proven project management experience in defense and classified environments
* Demonstrated success leading programs by interpreting and executing government Statements of Work (SOWs), managing contractor personnel, and interfacing with Contracting Officers (COs), CORs, and key stakeholders
* Skilled in developing and delivering professional-quality SOW deliverables that meet all contractual and mission requirements
* Effectively managed contract financials to ensure on-time, on-cost execution while maintaining transparent communication with both government customers and corporate leadership
* Proven ability to recruit, lead, and retain high-performing teams aligned with customer mission needs
* Experienced in executing comprehensive Program Management Plans, status reports, performance reviews, funds expenditure forecasts, and transition/phase-in and phase-out strategies
* Maintained high-quality service delivery through a structured Quality Control Plan, driving efficiency and continuous improvement
* Conducted direct customer engagement, including needs assessments, surveys, and strategic discussions to align program execution with mission priorities
* Led the development and execution of strategic plans supporting both current operations and long-term objectives
* Strictly adhered to security and compliance requirements in classified environments
* Strong verbal and written communicator with a proven ability to articulate complex plans, concepts, and proposals to diverse audiences
Education / Certifications
Program Manager L4 Education and Certifications:
* Master of Arts (MA), Master of Science (MS), or Master of Engineering (ME) degree in a related field
* Equivalent work experience may be considered in lieu of education
* PMP Certification (desired)
