JOB DESCRIPTION

X8 is seeking a highly motivated and detail-oriented Program Manager to support a diverse portfolio of cyber, intelligence, and information warfare programs for federal clients. The ideal candidate will possess hands-on experience in supporting technical teams, engaging with government stakeholders, and managing Agile delivery environments within a cleared contracting framework. This position is perfect for a candidate eager to take on program leadership responsibilities over time, under the mentorship of a Senior Program Manager. The role is based in Columbia, MD.

WHAT YOU'LL BE DOING
Contract Lifecyle Management: Oversee the planning and execution of project longevity, including extensions and new contract scopes.
Staffing Strategy: Collaborate closely with Human Resources and Recruiting to ensure timely and efficient fulfillment of all contractual staffing requirements.
Funding Oversight: Manage project funding based on incremental funding modifications, adjusted PWS, and/or funding notifications.
Administrative Oversight: Coordinate and manage administrative tasks, including but not limited to security clearances, travel requests, badging, administrative modifications, DD254, VRs, documentation, timesheet approvals, and expense management.
Security Compliance: Oversee the processing and management of security clearances and ensure compliance with security requirements for onboarding and offboarding team members.
Project Deliverables: Ensure the timely and accurate submission of project deliverables, aligned with the PWS and financial reporting requirements.
Customer Management: Manage customer expectations, facilitate quarterly review meetings, and ensure accurate completion of CPARs and other customer-facing documentation.
Team Management: Lead and motivate team members (both employees and subcontractors) by providing support in the form of training, performance evaluations, and workload management.
Communication: Maintain clear, effective communication with both internal teams and external customers throughout the project lifecycle.
Travel Requirements: Frequent travel to customer sites within the DMV (District of Columbia, Maryland, Virginia) area, as well as approximately 25% travel to customer sites in San Antonio, Texas.

WHAT REQUIRED SKILLS YOU'LL BRING
Exceptional organizational skills and the ability to manage competing priorities in a high-operations tempo environment.
Bachelor's degree in Business Administration, Project Management, Information Systems, or a related field.
3+ years of experience supporting federal government programs, ideally within the Department of Defense (DoD), Intelligence Community (IC), or national security sectors.
Proven experience managing a large Task Order or multiple smaller Task Orders within a government contract vehicle.
Proficiency in managing security processing documentation related to onboarding and offboarding team members in a cleared environment, with adaptability to varying processes across different government agencies.
Hands-on experience with Unanet or similar ERP/accounting systems tailored for project-based environments.
Advanced proficiency in Microsoft Office Suite, particularly Excel and PowerPoint.
Strong initiative and the ability to work independently, identifying areas for program improvement and implementing solutions proactively.

WHAT PREFERRED SKILLS YOU'LL BRING
Proficiency with Jira and Confluence is highly desired.
Experience with Mattermost or similar secure collaboration platforms (e.g., Slack, Microsoft Teams, or Discord) is a plus.
Prior experience working with federal clients such as the U.S. Air Force, NSA, or USCYBERCOM is highly preferred.
PMP or DAWIA Certification, is a plus.

MINIMUM CLEARANCE REQUIRED
Active TS/SCI with CI Polygraph

COMPENSATION
Salary Range: $115,000+ (depending on experience and education)
Time Off: 24 Days PTO and 13 Federal holidays
401K: up to 10% 401(k) contribution
Up to $15,000 annual performance bonus
Up to $5,000 continuing education reimbursement
