Job Description: The selected candidate will serve as a Logistics Management Specialist, responsible for exercising expert logistics knowledge and skills to plan and accomplish projects relative to the Program Executive Office, Combat Support and Combat Service Support Fleet Management functions (i.e., policy development for programs platforms requirements; ensuring interoperability, standardization of major end items and components; configuration management, performance criteria; and development and coordination of program fleet plans and programs for product improvements, systems acquisition, and fielding.

Duties will include:
  • Coordinates with Department of the Army (DA) staff, US Army Materiel Command (AMC), Army Commands (ACOMs), Army National Guard (ARNG), United States Army Reserves (USAR), and supported Product Managers (PdMs) to assure their TEP program requirements are identified, validated and included in the Structure and Composition System (SACS) file; and major item distribution plans are fully synchronized with production capabilities and consistent with Army distribution priorities. Participates in the development, publication, and update of comprehensive distribution plans. Coordinates with other staff members and support elements on fleet composition, vehicle useful life, common components, and emerging force structure impacts on fleet management to facilitate subordinate product teams with the various aspects of fleet management, specifically changes in force structure, or feedback from the field users. Analyzes supporting element funding records, reports, and program requirements to forecast realistic Second Destination Transportation (SDT) funding to support materiel distribution plans. Determines the impacts of funding profiles and recommends corrective actions as needed. Participates in the development of program and budget requirements for new and unique fleet management actions and programs.
  • Formulates plans and policies relative to achieving the maximum cost-effective complete life cycle and Economic Useful Life (EUL) for the Program Fleet. Continuingly, analyzes, and interprets policy and guidance material emanating from higher echelons and exercises sound technical judgment in developing or revising Project Managers fleet plans and objectives.
  • Monitors and Maintained an accurate fleet age using information such as fielding data, Recap reports, production reports, and future production quantities. Reviews logistic support requirements for input to contract documentation for development and production phases. Reviews program management information to identify potential or actual delays in program progression. Determines where adjustments can be made and what modifications are necessary to ensure coordinated action in those areas of major difficulty; or investigate matters, which have broad program implications. Renders technical assistance and decisions to product teams and users on unusual and complex problems related to fleet management such as system interoperability, configuration management, unique requirements for support equipment, maintenance engineering analysis, support modeling, and related elements of logistic support relating to assigned systems.
  • Serves as the PMs'/PdMs' representative at conferences and meetings such as the Army Modernization Equipping Conference (AMEC) and scheduling conferences with representatives of the DA staff, AMC, ACOMs, ARNG, USAR, and PEO relative to related fleet management policies, plans, and objectives to present and defend the PM's position on matters about all phases of assigned programs, especially in the area of Fleet Optimization that identifies proposed divestiture and procurement quantity and make recommendations and decisions which commit the office to a specific course of action.
  • Performs other duties as assigned.

Position Requirements:
  • Bachelor's degree
  • 18 years general Logistics Management experience
  • Existing SECRET security clearance
  • Ability to work independently
  • Excellent communication skills
  • Expert knowledge of logistics management principles, concepts, policies, and regulations to serves as a Logistics Management Specialist.
  • Expert knowledge of all aspects of life cycle Integrated Product Support (IPS) to assure TEP program requirements are identified, validated, and included in the SACS file.
  • Expert experience in using the Total Enterprise Asset Management System (TEAMS) and full working understanding of TEAMS database capabilities.
  • Knowledge of Army force structure and associated equipment authorizations to serve as the PMs'/PdMs' representative at conferences and meetings such as the Army Equipping Conference and scheduling conferences with representatives of the DA staff, AMC, ACOMs, ARNG, USAR, and PEO.
  • Knowledge of the Decision Support Tool (DST) and Distribution Synchronization Module (DSM) to plan to assure major item distribution plans are fully synchronized with production capabilities and consistent with Army distribution priorities.
  • Skill in establishing and maintaining interpersonal relationships to affect successful coordination with Army commands and other external stakeholders.
  • Skill in oral and written communication to provide NMIBs and technical advice; and/or participate in the development, publication, and update of comprehensive distribution plans.
  • Ability to monitor important and complex projects concurrently to monitor and evaluate supply/maintenance activities and programs; and forecast future problems and the Army's ability to provide timely logistical support to users.
  • Ability to review, analyze, and evaluate programs and activities along with effectively manage SDT funds allocations to analyze supporting element funding records, reports, and program requirements and forecast realistic SDT funding in support of materiel distribution plans.
