Responsibilities

Serve the Mission - Modernize the Navy's Training Infrastructure

Are you ready to bring your military experience into a mission-driven civilian role? Noblis MSD is seeking a motivated and detail-oriented Facilities Project Management Analyst to support the modernization of U.S. Navy training classrooms and laboratories across the fleet.

In this role, you'll work directly with NAVSEA PMS 339, playing a vital part in transforming outdated learning spaces into modern, high-tech environments that strengthen the Navy's operational readiness and technical edge for the challenges ahead. This position is ideal for transitioning service members, veterans, or civilian professionals with experience in military facilities planning, engineering, or construction project oversight.
Key Responsibilities
  • Coordinate Facilities Modernization Projects: Support the planning, design, and execution of renovation efforts for Navy learning spaces (classrooms, labs, simulators, and training facilities).
  • Engage with Navy & Industry Partners: Collaborate with Naval Facilities Engineering Systems Command (NAVFAC), Architectural & Engineering (A&E) firms, and trade engineers to ensure design intent and execution align with Navy training mission needs.
  • Design Functional Layouts: Develop and refine facility layouts using Visio, Bluebeam, or equivalent software-tailoring spaces for optimized student throughput, technical capability, and safety compliance.
  • Support Project Lifecycle: Assist in the development of project plans, design reviews, schedules, and status reports to keep modernization efforts on track and mission-aligned.
  • Perform Site Walks & Assessments: Enter shipyard, industrial, and active construction environments to gather data, assess progress, and ensure compliance with OSHA and Navy safety protocols.
  • Communicate Across Echelons: Provide clear, mission-focused updates to stakeholders-including Navy program offices, contractors, and technical support teams.

Required Qualifications

Bachelor's degree and 8 years of relevant experience (OR a Master's degree and 6 years OR an Associate's degree and 11 years OR a HS diploma and 15 years of relevant experience)

  • Demonstrated experience and subject matter expertise in Naval Facilities
  • Proficiency in Microsoft Project and Bluebeam
  • US Citizenship and an active Secret Security Clearance

Desired Qualifications

  • Project Managerment Professional (PMP) Certification
  • 12+ years professional experience in construction


This role is well-suited for individuals with backgrounds such as:
  • Navy Seabees (BU, EA, UT, CE, etc.)
  • Civil Engineer Corps (CEC) officers
  • Naval Facilities (NAVFAC) staff or contractors
  • Military construction managers, training site leads, or facilities coordinators
  • Veterans with experience managing MILCON, SRM, or shore training infrastructure

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $102,500.00 - USD $160,100.00 /Yr.
