We are seeking a highly experienced and motivated Project Manager to oversee the on-site performance and administration of a government contract. Operating under general direction, the Project Manager will act as the primary liaison between the government Contracting Officer Representative (COR) and company program management. The Project Manager is responsible for the successful execution of all contract deliverables, staff oversight, and ensuring compliance with applicable regulations and performance standards. This role requires initiative, leadership, and the ability to manage complex project environments with minimal supervision.
Project Manager Key Responsibilities:
Manage the overall execution of the task order, including deliverables, staffing, scheduling, and quality control.
Serve as the primary point of contact between the COR and company Program Management for all contract-related matters.
Maintain on-site presence during business hours or as requested by the COR or Contracting Officer.
Provide a qualified backfill (approved by the COR) during periods of absence.
Ensure the timely and successful performance of all contract tasks in accordance with government requirements, performance standards, and applicable regulations.
Understand that only the State Department Contracting Officer has the authority to modify the contract/task order.
Escort assigned employees when necessary and ensure compliance with relevant State Department policies, including Procurement Information Bulletins (PIBs) applicable to contractor services.
Direct and coordinate assigned employees under the scope of this task order.
Recruit qualified personnel, facilitate onboarding and training, and ensure completion of all security and administrative requirements.
Consult regularly with the COR on performance, scheduling, recruitment needs, task prioritization, and work progress.
Design, implement, and maintain a formal quality control and review program to ensure accuracy and compliance across all contract activities.
Analyze existing work procedures, and lead updates to operations and procedures manuals.
Collect, analyze, and present required reports to the COR.
Provide both written and oral status updates to the COR as needed.
Monitor the Statement of Work (SOW)/Performance Work Statement (PWS) and propose improvements or modifications to the COR.
Ensure all final work-products meet established requirements, though final approval authority resides with the government.
Project Manager Qualifications:
Bachelor's degree required, or equivalent combination of post-secondary education and experience.
Minimum of ten (10) years of experience in contract or project management within government or industry environments.
Prior experience supporting the U.S. Department of State or federal government agencies strongly preferred.
Industry-recognized certification such as Project Management Professional (PMP) or FAC-COR is highly preferred.
Project Manager Additional Requirements:
Demonstrated ability to work independently within broad guidelines, setting methods and approaches to achieve objectives.
Strong leadership, interpersonal, and communication skills, including the ability to interface effectively with senior government personnel.
Understanding of the limitations of contractor authority within a federal environment.
Must obtain appropriate supervisory clearances as required by the U.S. Government.
