Position Overview
CyberData is seeking a Vice President of Business Development & Capture to drive the company’s strategic growth in DoD and Health IT markets. This is a hands-on leadership role for a proven growth executive who thrives on identifying, qualifying, and capturing 4–5 high-value opportunities annually. The successful candidate will be a technical-minded strategist with strong domain expertise, a deep network across federal agencies, and a disciplined approach to capture management.
Key Responsibilities
Pipeline & Growth Strategy
Own and manage the health of the BD pipeline, ensuring accuracy, momentum, and alignment with corporate growth targets
Deliver monthly and quarterly pipeline and capture status reviews to the CEO and senior leadership
Collaborate with operations and solution teams to identify capability gaps and shape investments
Capture Leadership
Lead end-to-end capture efforts on priority opportunities ($20M–$100M+), from identification through proposal submission
Develop capture plans, conduct black hat/price-to-win/competitive analyses, and drive teaming and solutioning
Apply Shipley-based methodologies to manage capture gates and ensure bid readiness
Customer & Market Engagement
Shape opportunities by engaging early with government customers, stakeholders, and industry partners
Expand CyberData’s footprint across DoD and Health IT sectors, leveraging existing relationships and cultivating new ones
Represent the company at industry events, conferences, and targeted customer meetings
Technical & Domain Fluency
Bring a strong understanding of modern IT services, including cloud migration, cybersecurity frameworks (e.g., Zero Trust), DevSecOps pipelines, and Health IT interoperability
Translate CyberData’s technical strengths into winning capture strategies and value propositions
Qualifications
10+ years of federal business development and capture experience, with a focus on DoD and/or Health IT
Demonstrated track record of capturing and winning prime contracts exceeding $25M TCV
Strong understanding of federal acquisition strategies and GWAC/IDIQ vehicles (e.g., Alliant 3, OASIS+, CIO-SP4)
Deep customer relationships within DoD (e.g., DHA, DISA, AF, Army) and civilian health agencies (e.g., HHS, CMS, NIH)
Technically conversant in enterprise IT, cloud services, cybersecurity, data, and digital services
Proficient in Shipley or similar capture methodologies
Confident presenter and communicator with experience briefing C-level and government stakeholders
Bachelor’s degree required; technical or business advanced degree preferred
