Job Description:
Valiant Harbor International is seeking a dynamic and experienced Behavioral Health Scientist to oversee complex, multi-faceted programs focused on transformative change in the areas of mental and behavioral health. This role requires a strategic thinker and collaborative leader who can manage integrated teams, align resources, and deliver results for high-impact federal initiatives. The successful candidate will be responsible for leading cross-functional teams, maintaining stakeholder relationships, and ensuring that program objectives are met on time and within scope and budget.
Key Responsibilities:
Provide strategic leadership and daily oversight to a high-performing team delivering complex projects in the mental and behavioral health domain.
Serve as the primary point of contact for government clients, ensuring clear communication and alignment with program goals and deliverables.
Develop and maintain comprehensive project plans, timelines, and documentation, ensuring all program activities remain on track.
Develop and maintain standard operating procedures (SOPs) to streamline workflows and ensure consistency.
Identify opportunities for process improvements and implement best practices to enhance operational efficiency.
Monitor and evaluate project progress, identify risks and issues, and implement mitigation strategies to ensure successful outcomes.
Lead regular project meetings, status updates, and reporting efforts with internal and external stakeholders.
Ensure adherence to federal program management best practices, compliance requirements, and contract obligations.
Facilitate coordination among subject matter experts, analysts, and technical staff to integrate workstreams effectively.
Promote a culture of continuous improvement, innovation, and accountability across the project team.
Support knowledge sharing, process development, and standardization of project management practices.
Required Qualifications:
Must have a current Public Trust Clearance or the ability to obtain a Public Trust clearance prior to start.
Bachelor’s degree in public health, Psychology, Social Work, Health Administration, Business Administration, or related field (Master’s degree preferred).
Minimum of 10 years operational lead/ lead technical experience (Program Manager, Project Manager/Director, etc.) managing a team.
Minimum of 7 years of relevant experience in project management, with at least 3 years focused on behavioral or mental health programs.
Proven ability to lead cross-functional teams and manage complex, multi-component programs.
Strong understanding of behavioral and mental health systems, policies, and services at the federal or state level.
Strong proficiency in project management software and tools (e.g., Trello, MS Project, Asana).
Excellent communication, leadership, and stakeholder engagement skills.
Demonstrated experience with federal government clients, including knowledge of government contracting processes.
Proficiency in project management tools and methodologies (e.g., Agile, PMP certification preferred).
Desired additional qualifications:
Experience working with HHS agencies (e.g., SAMHSA, NIH, CDC) or similar public health organizations.
Familiarity with health equity initiatives and strategies addressing social determinants of health.
Prior experience managing remote or hybrid teams across geographic locations.
Salary Range: $160,000.00 - $180,000.00
