This role supports the Bureau of Naval Personnel and MyNavyHR for managing the planning and programming of manpower and personnel (M&P) resources and budgeting for military personnel. The team will manage records management utilizing a document imaging production operation, performing record maintenance and corrections, providing customer support, and analyzing the system for improved performance or corrective action.

Essential Role and Responsibilities

The Financial Analyst will assist in effective budget planning and spending. They will review budget proposals and data analyses to determine the correct allocation of funding.
  • Develop Impact and Justification Statements.
  • Draft issue/point papers, white papers, and ad hoc reports.
  • Develop/prepare and review future-year financial program plans.
  • Develop background information to justify financial program requirement.
  • Provide program analysis and evaluation reports in support of the Navy programming and budget process
  • Analyze financial information in program planning documents and processes
  • Draft spreadsheets, reports, and conduct analysis for short- and long-range budget requirements
  • Gather and collate funding information to support Force Development meetings/offsites/conferences held primarily outside the NETC Headquarters.
  • Collect, monitor and analyze obligation/expenditure information from the source (contractor or government activity) and official and/or unofficial accounting records or systems
  • Provide analyses of contractual financial execution

Qualifications

Education

Bachelor's degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied science or management discipline such as business administration, accounting, finance, economics or management information technology. Master's in a related field may be preferred at the task order level.
