Northrop Grumman's Defense Systems sector location located in Northridge, CA is currently seeking a Deputy Program Manager Level 2 to support our growing business.

We are looking for a seasoned Program Manager to support the Senior Program Manager with the management of the Profit and Loss responsibility over $732M+ firm-fixed price U.S. Government funded Advanced Anti-Radiation Guided Missile (AARGM) - Extended Range production portfolio. Ensure delivery of all contractual requirements within budget and schedule, while managing technical requirements and enhancing customer relationships.

The selected experience PM will support and at times lead various aspects of the program, coordinate with IPTs for program execution, provide program status and manage issues. The candidate must have the ability to maintain program cadence, oversee the Risk, Issue and Opportunity (RIO) board process, ensuring compliance with company process. The candidate must have demonstrated ability to prepare executive level briefings, support and develop estimate at complete (EAC) packages by working with designated control account managers (CAM's) to ensure accurate labor forecasts and staffing requirements. Responsible for a majority of program's external and internal daily, weekly, and monthly reporting in the form of program management reviews and escalation meetings.

The Deputy Program Managers supports all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are to support the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Demonstrated ability to support and or lead proposal efforts as necessary, including the refinement of requirements, prepare and or address basis of estimate (BOE) for accuracy, lead the team through each phase of the proposal, support proposal kick-off and other proposal related efforts.
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
  • Demonstrated ability to measure and report program performance
  • Supports and at times may lead the development of executive level presentations to customers, executive management and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Supports and at leads proposal preparation process as needed
  • Supports and may at times lead the development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identifying, allocating and managing program resources, including workforce planning
  • Coordinates with Government Property team in support of Government/customer supplied property or information (GFE, CFE, etc.)
  • Supports the management of IWO and Suppliers to meet program objectives
  • Adherence to all internal processes, policies, and applicable industry standards
  • Supports and may at times lead the development and adherence to master plans and integrated master schedules
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization
  • This position is 100% on-site - remote or teleworking is not available

  • Ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses)
  • Ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program


Basic Qualifications:
  • Bachelor's degree and 8 years of experience OR a Master's degree and 6 years of experience supporting U.S. Government contracts and customers and/or Program management in other industries
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a project lead, integrated program team lead or cost account manager
  • Demonstrated success leading teams/and or organizations to achieve a common goal
  • Knowledge of pricing and proposals
  • Competent in standard Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)
  • Must be able to obtain a DoD security clearance (US Citizenship is a requirement)


Preferred Qualifications:
  • A degree in a science, engineering, or business
  • Experience in the aerospace/defense industry or within the Department of Defense or NASA
  • PMP® certification
  • Active Security Clearance


The selected candidate will be required to work full-time, on-site in Northridge, CA. No remote/telework arrangement is available for this position.

Salary Range: $156,500.00 - $234,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
