Position Title: JTCW (Joint Tactical Common Operational Picture Workstation) SME (Subject Matter Expert)

Location: Camp Pendleton, CA

Roles and Responsibilities:
This position reports directly to the Deputy Project Lead, or their designee. The JTCW serves as the subject matter expert (SME) to enable C4I systems throughout the DoD to share information to build a common operational picture (COP) and Common Tactical Picture (CTP) to enable leaders to make accurate and informed decisions based on situational awareness. The JTCW is a Windows-based tactical COP suite designed for battalion level and above to facilitate command and control functions by enhancing situational awareness and operational/tactical decision making. These support efforts are provided to military units while deployed, in garrison, in preparation for, and while participating in major exercises and contingency operations. Will provide support to assist Fleet Marine Force (FMF) and other DoD agencies to configure, integrate, resolve issues, and establish their C2 architecture to meet exercise and contingency operations in the CONUS and OCONUS regions. This position is responsible for integrating a wide variety of C2 systems including, but not limited to Command-and-Control Personal Computer (C2PC), Joint Tactical COP Workstation (JTCW), Tactical Service Orientated Architecture (TSOA), and Data Dissemination Service (DDS).

Will work cross-functionally with several departments and those who are performing work at Government Customers’ sites. Position will be required to travel at the Government Customer’s request. Travel is expected up to 25%.

Configure GCCS-TCO (JTCW/TCS) software to provide Marine Air Ground Task Force (MAGTF) Commanders the ability to map and display friendly and enemy locations as well as plan, develop, display, and transmit overlays of intended movements for Command and Control (C2) Situational Awareness (SA).
Employ the JTCW within a multitude of Programs of Records (PoRs) including the Command Operations Center (COC), Network On The Move (NOTM), and Hatch-Mounted Satellite Antenna System (HMSAS).
Establish Common Operational Picture (COP), and coordinate COP Synchronization Tool (CST) configuration with higher, adjacent, and lower echelon commands.
Provide executive-level C2 technical advice and support Battle Staffs with the identification of information flow required to support Mission Essential Tasks (MET) in the identification of the configuration and integration of C2 systems.
Provide technical C2 guidance to assist operators and maintainers to configure, integrate, operate, troubleshoot and C2 systems.
Introduce FMF to the Tactics, Techniques, and Procedures (TTPs) and advances to emergent capabilities to achieve interdependence and operational effectiveness.
Resolve complex C2 Systems issues related to system upgrades, network restrictions (ports, protocols, firewalls), and system versions.
Interface with FMF personnel and US Government employees to provide break/fix support to C2 systems in a fast-paced, high-energy environment.
Research questions using available information resources: technical manuals, operating and administrator guides, fleet advisory messages (FAMs), and internal approved knowledge base(s).
Identify and elevate situations requiring urgent attention.
Configure and federate TAK Servers on a wide variety of communication paths.
Ensure that all of the Ground C2 System Pages within the portfolio have current and relevant information.

Education/Competencies:
Familiar with configuring GCCS-TCO software (JTCW and TCS) to provide Marine Air Ground Task Force (MAGTF) Commanders a Common Operational Picture (COP), and coordinate COP Synchronization Tool (CST) configuration with higher, adjacent, and lower echelon commands.
Understand and troubleshoot basic computer, Linux, Android and IOS configurations.
Intermediate understanding of Red Hat Enterprise Linux and PostgreSQL database system.
Experience working with customers, addressing issues, and managing customer concerns and requests over the phone and/or in person.
Strong active listening, data entry, and documentation skills.
Experience writing technical solutions and commercial knowledgebase articles.
Advanced analytical and troubleshooting skills, attention to detail, and consistent resolution of IT problems.

Requirements
TRAVEL REQUIRED FOR POSITION - Must be able to obtain or possess a valid US Passport and by physically qualified to support miliary exercises and contingency operations.
Experience working with customers, addressing issues, and managing customer concerns and requests over the phone and/or in person.
Experience supporting Marine Corps C4I systems and equipment.
Minimum of 3 years’ experience in military training and education.
Direct participation in real-world operations is desired.
Strong active listening, data entry, and documentation skills.
Willing to work in a 24x7x365 secured environment, demonstrate intuitive problem-solving skills, and allow for flexible scheduling.
