The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Cyber Security Specialist to support our government customer located in Kwajalein Atoll, Marshall Islands .

The Cyber Security Specialist ensures that the computer systems, networks, and data of 30th Signal Battalion at the Kwajalein NEC (Network Enterprise Center) are compliant with DoD security standards, protected from unauthorized access, theft, or damage, and the security posture is well documented.

DESCRIPTION OF RESPONSIBILITIES:
  • Provide vulnerability assessment support, to include risk analysis of vulnerabilities, threats, and the impact of losing systems' capabilities on the mission objective; recommend decisions to implement security countermeasures or mitigate risk; implement approved countermeasures; and perform periodic reviews.
  • Perform a weekly compliance scan using DoD tools, such as the ACAS, provide compliance report including POAMs, and track the required remediation in the applicable vulnerability management systemUtilize DOD applications and tools, such as Enterprise Mission Assurance Support Service (eMASS), to record such RMF activities as control implementation of all applicable Security Controls, as identified via information system security categorization IAW NIST SP 800-53 and CNSSI 1253. Security controls are broken down into individual, measurable, statements called "assessment procedures" or "Control Correlation Indicators" IAW DoDI 8510.01;
  • Provide TTPs which establish guidance and process implementation to ensure all aspects of RMF are followed and documented.
  • Support the Government Cyber Security COR in ensuring that the information systems are configured IAW DISA STIGs, applicable patches, and other cybersecurity requirements.
  • Collect required artifacts for review and provide recommendations for Assess Only Packet or Certificate of Net worthiness (CoN) requests for all installation activities;
  • Monitor and report Approval to Connect (ATC) and Authority to Operate (ATO) expiration dates quarterly, ensuring authorization milestones meet all DOD published regulations and policies to avoid disconnection.
  • Operate Information Assurance Vulnerability Management (IAVM) program to ensure deadlines are met to ensure 100 percent compliance.
  • Conduct Local Technical Review Board and manage change submissions to the 30th Signal Battalion Change Advisory Board (CAB), Regional Cyber Center CAB, and other change submissions for approval as required.
  • Maintain hardware and software configurations, and manage changes for the assigned systems, devices, and infrastructure as well as update hardware and software artifact
  • Support data calls and site visits to operate and maintain a Defense in Depth for the network and/or enclaves within the network IAW all DOD published regulations and policies.
  • In conjunction with Spectrum Management and Physical Security conduct mobile scanning, such as war driving, for unauthorized wireless access points or devices.
  • Request, receive, and maintain a record of all PKI certificates.
  • Function as a alternate COMSEC custodian to ensure TPI for accountability, safeguarding, and destruction of COMSEC material.
  • Other duties as assigned.


REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Bachelor's Degree or equivalent experience required, preferred degree in computer science or IT related field
  • Required 8570 baseline and CE certifications for IAT-II


REQUIRED SKILLS AND EXPERIENCE:
  • Five plus (5+) years of experience performing Information Assurance functions and using RMF IT security controls and policies.
  • Minimum of Five (5) years' experience with DoD security hardening, collection and assessment tools (STIGs, ACAS SCAP, Nessus, etc.)
  • Minimum of Five (5) years' experience in cybersecurity documentation and system authorization artifacts (System Security Plan, lifecycle documentation, continuous monitoring plan, Security Assessment Plan, Security Assessment Report, Risk Assessment, etc.).
  • Experience with security architecture, firewalls, and network access.
  • Extensive knowledge of and review the Risk Management Framework (RMF) Knowledge Service, the DoD's official site for enterprise RMF policy and implementation guidelines.
  • Ability to organize, prioritize and meet deadlines.
  • Capable of conveying complex information in a simplistic manner
  • Strong critical thinking and problem-solving skills
  • Strong self-starter requiring minimal supervision
  • Able to take proactive measures to prevent problems rather than reactive by nature
  • Strong verbal and written communication to effectively express concepts, plans, and proposals


REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen
  • Active Top Secret clearance required.
