Job Description:

Our developmental test team is searching for an experienced senior datalink integration test engineer that can provide subject matter expertise to our Department of the Air Force (DAF) Command, Control and Communications Battle Management (C3BM) DAF battle network programs with particular emphasis on the United States Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR) If you enjoy working in a fast-paced environment, learning new technology areas, this is the place for you. We realize that no one will have all these qualifications. We are looking for people that have a strong engineering and/or command and control foundation and have the drive and motivation to learn all other required areas. Position responsibilities can span from serving as a test lead responsible for planning, developing, and executing all aspects of a test event to assisting another test lead as a team member. The ideal candidate is an individual whose qualifications and/or expertise are exceptional and/or highly unique.

This position will be located at Joint Base Pearl Harbor-Hickam (JBPHH), HI to provide support to the 46 Test Squadron at Eglin AFB as a member of the Datalinks Test Flight responsible for planning, designing, and executing test events for assigned programs. This support includes the following:

Essential Duties and Responsibilities:
  • Support Pacific Air Forces (PACAF) A310 for Planning, Installation, Sustainment, Modification, and Interoperability of Tactical Datalink within the INDOPACOM AOR.
  • Conduct Site Surveys in INDOPACOM AOR for future tactical datalink locations.
  • Provide Reach back to the 46TS/Datalinks Test Flight for tactical datalink expertise.
  • Support PACAF A8Z Advance Programs office to ensure all PACAF and deploying fighter aircraft units have the proper Link 16 crypto as needed.
  • Initiates, supervises, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs.
  • Provides strategic advice, technical guidance and expertise to program and project staff.
  • Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.
  • Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
  • Interface directly with System Program Offices, other services, Joint Battle Labs, product development contractors, and Field Service Representatives.
  • Plan, execute, and report on C3BM systems/equipment/protocols that employ Air Battle Management Systems (ABMS).
  • Perform technical leadership in engineering roles, review customer requirements and participate in test planning.
  • Develop in depth understanding of applicable Military Standards.
  • Develop and manage test plans and procedures, schedules, execute a test within the constraints of customer requirements, and produce timely test reports.
  • Capable of performing as a team leader in directing and executing system testing.
  • Author technical documents, conduct briefings and formal presentations.
  • Strong work ethic; Comfortable working in and leading a team with minimal supervision.
  • Travel to locations (e.g. USINDOPACOM AOR), as required, to conduct tests, collect, and reduce data.
  • Be able to lift 50lbs unassisted.

Required Experience

Required Qualifications
  • Bachelor's degree or higher in related discipline or equivalent experience
  • Must have a minimum of 8 to 20+ years related experience as an United States Air Force Rated Officer (e.g., Pilot, Air Battle Manager) or sister service equivalence
  • Operational experience as a Joint Interface Control Officer (JICO) or Interface Control Officer (ICO) within the USINDOPACOM AOR.
  • Operational experience planning, coordinating and executing digital kill chain operations within the USINDOPACOM AOR
  • Relevant operational experience planning, operating, and troubleshooting TDL networks including but not limited to: Link 16, Joint Range Extension Application Protocols (JREAP) A, B and C, Situational Awareness Data Link (SADL), Variable Message Format (VMF), Multifunction Advanced Data Link (MADL), Tactical Targeting Network Technology (TTNT), Link 11, Link 11B, Link 22, Satellite TDL J, Socket J, and Standard Interface for Multiple Platform Link Evaluation (SIMPLE) J
  • Understanding of tactical data link systems and their employment across theater-level operations to include, but not limited to: Joint Range Extension (JRE), Joint Air Defense Systems Integrator (JADSI), Tactical Radio Application eXtension (TRAX), Gateway Manager, Link Monitoring and Management Tool (LMMT), Scalable Portable Integrated Data Router (SPIDR), and Move Out/Jump Off (MOJO) Kit
  • Ability to communicate and present technical details both written and verbally
  • Able to travel to contractors' facilities, test sites, and other locations, CONUS and OCONUS, up to 30% of the time
  • Communications Security (COMSEC) handling experience. COMSEC Responsible Officer (CRO) experience highly desired
  • Proficiency with Microsoft Operating Systems
  • Possess current US Passport
  • An active DoD Secret Clearance adjudicated within the past five years with the ability to obtain and maintain a DoD Top-Secret Clearance
  • U.S. Citizenship required

Preferred Qualifications
  • Active DoD Top Secret clearance
  • Relevant operational experience performing Command and Control (C2) battle management roles/functions in USAF Air Operation Centers (AOC)
  • Familiar with TDL military standards (MIL-STD) such as MIL-STD 6016, MIL-STD 3011, MIL-STD 6020, MIL-STD 6017, MIL-STD 188-220, MIL-STD 2045-47001, MIL-STD 6090 and MIL-STD 6011
  • Proficient/familiar with common TDL radios to include: Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS), MIDS Low Volume Terminal (LVT), SADL Radio, KOR-24A Small Tactical Terminal (STT), PRC-161, PRC-117F/G, PRC-152, PRC-163, and PRC-160
  • Experience with GPS systems
  • Understanding of T&E processes, specifically acquisition program development and test methodologies including DODI5000.89_DAFI 99-103, Capabilities-Based Test and Evaluation (T&E)
  • Knowledge of data analysis and system application software development concepts, functions, techniques, and capabilities sufficient to evaluate emerging technologies in a T&E environment
  • Bachelor's degree in STEM-related discipline or technical field (CS, EE, ME, etc.)
  • Master's degree in STEM-related discipline or technical field (CS, EE, ME, etc.)
  • CompTIA Sec+ or equivalent DoD cybersecurity certification as an administrator on information technology systems
  • Graduate of JT-301, Joint Interface Control Officer Course (JICO).
