Responsibilities

As a Strategic Planning Subject Matter Expert (SME) supporting Customs and Border Protection (CBP), you will have the opportunity to:
  • Provide expert guidance on strategic planning, policy formation, and implementation within the Customs and Border Protection (CBP) environment.
  • Deep knowledge of CBP operations, regulations, and mission critical functions, with a focus on security, trade facilitation, and border management.
  • Leads the development, refinement, and communication of CBP strategic roadmaps that align organizational goals with emerging threats, technology trends, and legislative requirements.
  • Analyzes cross-border trends and global security developments to inform CBP's long-term operational strategies.
  • Collaborates with key CBP stakeholders, federal agencies, and industry partners to gather insights and ensure alignment of strategic initiatives.
  • Designs and facilitates workshops and strategy sessions to identify, prioritize, and sequence key CBP strategic initiatives over multiple time horizons (near-, mid-, and long-term).
  • Develops metrics and Key Performance Indicators (KPIs) to monitor progress and ensure accountability to the strategic plans and roadmaps.
  • Provides subject matter expertise in risk management, resource allocation, and scenario planning to optimize CBP capabilities and response readiness.
  • Advises leadership on the integration of advanced technologies (e.g., biometrics, artificial intelligence, data analytics) into CBP's strategic roadmap.
  • Delivers briefings, white papers, and reports that communicate complex strategic recommendations in a clear and actionable manner to senior executives and program stakeholders.


Qualifications

  • CBP BI or Top Secret Clearance Required
  • Bachelor's degree in a related field.
  • 15+ years of experience in CBP and strategic planning, acquisition, and system integration.
  • Proficiency in capability gap analysis, cost analysis, and acquisition documentation.
  • Understanding of Systems acquisition lifecycle (e.g. ALF and MD-102).
  • Familiarity with IEEE standard 1012, IEEE Standard 829-1998, and the DHS SELC.
  • Excellent writing, communications and briefing skills.


Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $113,400.00/Yr. - USD $189,300.00/Yr. Actual compensation will be determined based on several factors permitted by law.
