Location: Onsite at Naval Information Warfare Systems Command (NAVWAR) 4301 Pacific Coast Highway, San Diego, CA 92104. May require periodic travel to fleet or shipboard locations.

Position Summary:
The ILS Analyst / Logistician IV provides lifecycle logistics planning, analysis, and documentation support for Navy C4ISR and tactical systems under PEO C4I sponsorship. The ILS Analyst develops, maintains, and integrates Integrated Logistics Support (ILS) Plans, Logistics Support Analyses (LSA), and associated documentation to ensure systems achieve high readiness, maintainability, and cost-effective sustainment throughout the lifecycle. This position works closely with systems engineers, configuration managers, and In-Service Engineering Activity (ISEA) personnel to ensure all eleven ILS elements are effectively managed and represented in lifecycle documentation.

Key Responsibilities:
Integrated Logistics Support (ILS) Planning
- Develop, update, and maintain core ILS documents including:
Integrated Logistics Support Plan (ILSP), User's Logistics Support Summary (ULSS), Logistics Requirements and Funding Summary (LRFS), Logistics Support Analysis Plan (LSAP), and Computer Resources Integrated Support Document (CRISD). - Ensure all 11 ILS elements (technical data, training, maintenance, supply, configuration management, support equipment, manpower, packaging/handling, computer resources, facilities, design interface) are addressed across documentation and analyses.
- Evaluate engineering change proposals (ECPs), system engineering analyses, and lifecycle cost estimates for logistics impacts.
- Integrate ILS planning activities with configuration management (CM) and reliability/maintainability engineering to ensure synchronization of technical data and logistics baselines.
Logistics Support Analysis (LSA)
- Support LSA supportability analyses to evaluate the operational sustainment, maintainability, and readiness impacts of system design and engineering changes.
- Participating in identify hardware/software for which full government data rights may be constrained by vendor or proprietary regulations.
- Develop and maintain Failure Analysis and Corrective Action Reports (FACAR) to document findings and recommended corrective actions.
- Develop supportability-related design constraints and readiness objectives for inclusion in specifications, requirements, and acquisition documentation.
- Perform cost and readiness risk assessments to optimize lifecycle performance and affordability.
Lifecycle Support & Continuous Improvement
- Coordinate with ISEA, OEM, and Government program offices to ensure accurate logistics documentation across acquisition and sustainment phases.
- Participate in readiness reviews, technical interchange meetings, and ILS working groups to maintain consistent lifecycle strategies.
- Maintain logistics-related records and deliverables in configuration-managed repositories such as CDMD-OA, CMPro, or NDE.
Qualifications and Skills
Required
- 5-7 years of logistics or lifecycle sustainment experience supporting DoD/Navy programs.
- Experience with Navy logistics and configuration tools (CDMD-OA, NDE, ICAPS, PARTS, or LSAR databases).
- Ability to perform cost, readiness, and risk analyses to support decision making.
- Excellent communication and technical writing skills for preparing ILSPs, analyses, and reports.
Desired
- Bachelor's degree in Logistics, Engineering, or related technical field.
- Strong understanding of DoD acquisition logistics policy (DoDI 5000.91, MIL-STD-1388, NAVSEA 04RM guidance).
- Demonstrated experience developing ILS documentation and performing LSA or LORA analyses.
