Chenega IT Enterprise Services (CITES) offers forward-thinking technology solutions to federal agencies and the DoD. Formed in 2016 to serve federal customers CONUS, CITES has grown quickly into a best practices leader for the modern federal enterprise.

The Senior Program Manager IT Services is responsible to the CITES General Manager (GM) for the executive management and daily supervision and leadership for the designated Cyber and IT programs and projects. The Senior Program Manager IT Services will support the strategic direction set forth by company leadership.

Responsibilities

  • Collaborate with the GM to develop, organize, lead, and deliver business plans that include vision, strategies, and tactics.
  • Provide day to day leadership and management to cyber and IT program and project managers, including subcontract management tasks, job description preparation, program management reviews, and other general program management support tasks.
  • Responsible for maintaining oversight of monthly program financials to ensure profitability for all cyber and IT contracts.
  • Coordinate continuously with Chenega MIOS support services (Contracts, HR, IT, etc.).
  • Participate in weekly and monthly meetings, providing regular updates on program status and customer satisfaction, to CITES leadership.
  • Draft and respond to sources sought, requests for information, and potential customer data/capabilities request.
  • Support bid and proposal tasks, including specifically providing capture, proposal reviews, program planning and analysis, and monitoring technical issues.
  • Establish objectives, develop requirements, plan schedules, and estimate program costs.
  • Contribute to developing the short and long-term organizational planning and strategy as a member of the CITES leadership team.
  • Identify, qualify, and pursue new business opportunities through proposal submission.
  • Develop customer and teaming relationships inclusive of developing and managing NDA and Teaming Agreements.
  • Work with the Market Intelligence Team to monitor and research external and internal sources that enable the identification and qualification of new business opportunities.
  • Participate and coordinate with teaming negotiations, strategic alliances, and other external business relationships.
  • Directly responsible for leadership and management.
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Other duties as assigned.

Qualifications

  • Master's degree with 10+ years of experience OR
  • Bachelor's degree with 12+ years of experience OR
  • High school diploma or GED with 20+ years of relevant experience may be considered in lieu of educational requirements
    • Experience supporting projects/programs
    • DoD program/contract support experience or other government agencies doing project/program management or contract support
  • PMP certification preferred
  • Secret clearance required with the ability to obtain a TS/SCI


Knowledge, Skills, and Abilities:
  • Knowledge of Army IT NETCOM is a plus.
  • Demonstrated ability to manage large and small teams, geographically dispersed or working remotely.
  • Demonstrated ability to interface with General Officers/SES senior civilians.
  • Demonstrated leadership and vision in managing large staff groups and major projects.
  • Excellent interpersonal skills and a collaborative management style.
  • Excellent computer skills and proficient in Excel, Word, Outlook, and PowerPoint.
  • Excellent communication skills both verbal and written.
  • Ability for limited travel, as required.
