We are a growing small business delivering DevSecOps solutions for both U.S. government and commercial customers. Our team specializes in building secure, automated, and intelligent software delivery pipelines aligned with modern acquisition pathways. We are seeking a hands-on Technical Business Development Manager to help expand our subcontracting footprint and pursue direct awards through OTAs, SBIRs, and other competitive opportunities. This position requires an active DoD Secret clearance; TS/SCI is strongly preferred.
While the primary focus of this role is on DoD contracts and subcontracts, expertise in commercial DevSecOps and AI applications related to DevSecOps automation is a strong plus.
Responsibilities
• Identify and develop subcontracting and direct prime opportunities with Space Force, Air Force, and other DoD agencies
• Build and maintain relationships with prime contractors, OTA consortia, and government acquisition teams
• Develop and maintain a pipeline of government solicitations, including RFIs, OTAs, BAAs, and SBIR/STTRs
• Research, recommend, and support onboarding to relevant contract vehicles (e.g., GSA MAS, OASIS+, SEWP, ASTRO, ENCORE, SBEAS)
• Shape and capture OTA and SBIR opportunities, including writing white papers and technical proposals
• Represent the company at industry days, consortium briefings, and small business outreach events
• Identify and attend relevant DoD industry events, trade shows, and technical conferences to generate leads and maintain visibility
• Create and maintain capability statements, past performance summaries, and teaming materials
• Support teaming agreements, NDAs, subcontract structures, and proposal artifacts
• Track market and competitor trends in areas such as DevSecOps adoption, agile delivery, and digital modernization initiatives within the DoD
• While this role is primarily focused on DoD contracts and subcontracts, experience with DevSecOps-focused product launches or commercial go-to-market planning is a plus
Required Qualifications
• Active DoD Secret clearance (TS/SCI strongly preferred)
• 5+ years of experience in business development, technical capture, or program strategy for defense contractors
• Proven success identifying and pursuing DoD contract opportunities, especially for small businesses
• Deep understanding of defense acquisition strategies, including OTAs, SBIR/STTRs, and Agile pathways (DoDI 5000.87)
• Technical literacy in DevSecOps principles, cloud infrastructure (AWS, Azure IL5/6), CI/CD pipelines, and cybersecurity frameworks relevant to defense environments
• Excellent communication, writing, and interpersonal skills
• Self-directed, outcome-oriented, and highly organized
Preferred Qualifications
• Experience working with or within the Space Force, SSC, AFRL, or similar DoD agencies
• Familiarity with OTA consortia (e.g., SpEC, NSTXL, SOSSEC) and SBIR/STTR pipelines
• Experience supporting or leading proposal development for IDIQs, GWACs, and other contract vehicles
• Background in software engineering, cybersecurity, or technical program management
• Existing network of contacts at defense primes and government acquisition offices
• Demonstrated success using trade shows and industry events for lead generation and positioning
• Experience with commercial DevSecOps products, especially those incorporating AI/ML for pipeline automation, testing, vulnerability triage, or deployment optimization
Compensation
We offer flexible compensation options tailored to the right candidate’s preferences and alignment with company goals. This may include:
• W-2 or 1099 structures
• Base salary or retainer with performance-based incentives
• Commission or bonus tied to captured opportunities, pipeline milestones, or contract wins
• Equity, phantom equity, or profit-sharing opportunities for long-term alignment (where appropriate)
Final compensation structure will be customized in collaboration with the candidate, based on experience, availability, and mutual fit.
