Job Description:

The candidate shall provide operational support to the operations team providing specialized IT operations support and general NEC mission execution and planning support. The Operations Support Specialist will provide operational, technical, and administrative support to the Regional Network Enterprise Center-West (RNEC-W) PASOB relating to all West Region operations and maintenance activities supporting six (6) NEC and eight (8) remote sites. The analyst will assist the Government NEC staff at the RNEC-West and LNECs to prepare, staff, finalize, execute, and monitor all West Region operational support requirements approximately 70 OPORDS, FRAGOS, Authorized Service Interruption (ASI), Commander Critical Information Requirement (CCIRs), TASKORD, Cyber Tasking Orders (CTOs) management etc. They will assist the RNEC-West team managing day to day operations, maintenance, and management of the Operations Metric Dashboard, and SPO, supporting the entire West Region. They will work closely with the West Region local NECs and the 106th Signal Brigade S3 operations and plans team. They will assist the West Region to maintain compliance with DoD, Army, NETCOM, and local garrison operations policies and regulations. The Candidate shall administer technical and administrative support for all West Region sites.

The Candidate shall support, coordinate, review, analyze and provide feedback to customers on periodic (e.g., weekly, monthly, quarterly) basis for all established and new operations activities. The Candidate shall support NEC daily operations to include Ft. Carson and all West Region NECs and remote sites. They will collaborate with NECs and Mission Partners operations teams to support daily operations requirements.
They will assist in developing maintenance plans and budget planning estimates as well as manpower requirements to properly operate and maintain West Region IT services and support equipment maintenance requirements.

The Candidate shall generate and update reports for all requirements of this PWS and assist Government operations personnel to manage all West Region operations and activities. The Candidate will manage the following: NETCOM processes, procedures, and associated documents: OPORDS, TASKORDS, CTOs, ASI, CCIR, 7th Signal Command Metrics Dashboard, West Region Operations Metrics Dashboard, Personnel Rosters, ADPAAS, telephone rosters, installation snapshots, P3E briefs, RDS Briefs, Townhall and NETCOM GEARS.

C.2.6.13.3 Core Functions. (Operations Support Specialist) The Operations Support Specialist will assist in the operations, maintenance, management, and execution of West Region operations. The Candidate shall use approved processes, procedures, applications, and tools to include Microsoft Office Suite products to include Visio to perform the following:
• Maintain spreadsheets, databases, logs, and records for management requirements. Provide scheduling daily, using the NEC Staff Tracker Calendar, Classroom Calendar, and Operations Notifications Calendar that are found on the portal and through Outlook, an estimated average of 10-20 a day.
• Able to provide rapid response for exercise and real-world events occur such as Continuity of Operations Program (COOP), Disaster Recovery to include update, plan, execute and maintain the COOP/DR plan through annual review. Plan, participate, execute, document, and maintain annual COOP/DR tabletop exercise drill.
• Provide service, participate and/or execute DR and Continuity of operations (COOP) capabilities as outlined in the DoDD 3020.26, Department of Defense Continuity Policy and Army Cyber Command COOP Plans.
• Be knowledgeable with all security classification guidance pertaining to COOP, including DoD Defense Continuity Security Classification Guide, 1 Sep 2022 and subsequent versions, to ensure information that is classified, is not generated or stored on unclassified systems.
• Provide Share Point development assistance, manage West Region and Project Sharepoint sites.
• Provide weekly and monthly status reports.
• Attend Government meetings pertaining to Emergency Working groups for disaster and recovery, deployment meetings and other installation-wide awareness meetings. Review and respond to emails and organizational distribution box for work; resolve an average of 40 issues per month, and route email for required operations tasks and projects in the appropriate queue.
• Attend required meetings, MS Teams, telephonic and in person on all operations related concerns.
• Resolve operations related issues, concerns, new requirements.
• Ensure operations documents and deliverables are properly developed, staffed, and signed within the required time frame.
• Support all OPORDs, FRAGOs, and directives.
• Produce documentation related to project deliverables.
• Work with the Safety Officer to complete safety operations.
• Act as an alternate West Region Army Disaster Personnel Accountability Assessment System (ADPAAS) Command Officer Representative.
• Participate and support installation exercises as a RNEC representative in Emergency Operation Center (EOC).
• Monitor SIPRNet operational activities.
• Rotate after hours on call with the Government staff.
