Job Summary:
The Lead Physical Security Specialist is a critical role within the Security and Emergency Management Staff (SEMS) of the Executive Office for United States Attorneys (EOUSA). This position is responsible for overseeing the design, implementation, and maintenance of complex physical security systems across approximately 300 United States Attorneys' Offices (USAOs) nationwide. The specialist ensures the integration of advanced security measures, including access control systems, CCTV, intercoms, vehicle barriers, and duress alarms, to safeguard personnel, facilities, and sensitive information. Key responsibilities include conducting physical security surveys, managing system upgrades, troubleshooting technical issues, and collaborating with IT teams, contractors, and law enforcement agencies. With expertise in security design, engineering, and project management, the Lead Physical Security Specialist plays a vital role in maintaining the integrity and safety of EOUSA and USAO operations.
Responsibilities/Duties:
  1. Security System Design and Implementation:
    • Develop security design packages, including scopes of work (SOWs) and drawings, for new installations, upgrades, and hardware/software projects.
    • Coordinate with security installers and IT staff to ensure seamless integration of physical security systems.
  2. Technical Support and Troubleshooting:
    • Provide technical assistance to USAOs on physical security systems, diagnosing issues and coordinating resolutions with relevant teams.
    • Monitor Sensitive Compartmented Information Facility (SCIF) communications network status and resolve communication errors.
  3. Physical Security Surveys and Inspections:
    • Conduct physical security surveys and inspections across 94 districts and approximately 300 USAO facilities.
    • Draft detailed evaluations and recommendations based on survey findings, including cost estimates and Statements of Work.
  4. Project Management:
    • Apply security standards during building design, upgrades, and renovations to ensure compliance with safeguarding requirements.
    • Participate in project meetings with Facilities Management, field offices, GSA, and contractors to address security-related concerns.
  5. Technical Expertise:
    • Utilize tools such as AutoCAD, Visio, and Microsoft Project to integrate physical, technical, and system security requirements into overall designs.
    • Provide guidance on physical security standards during project development phases.
  6. Facility Security Support:
    • Oversee daily inspections of perimeter portals, garage entry systems, and other security systems to ensure proper functionality.
    • Manage service requests for security system maintenance and upgrades, ensuring timely and effective resolutions.
  7. Special Projects and Studies:
    • Participate in special projects and studies to enhance the overall security of USAO facilities and property.
Skills and Competencies:
  • Strong technical expertise in physical security systems and their integration.
  • Excellent project management and organizational skills.
  • Proficiency in security design tools such as AutoCAD and Visio.
  • Ability to collaborate effectively with IT teams, contractors, and law enforcement agencies.
  • Exceptional problem-solving and analytical skills.
Qualifications:
  • Extensive expertise in designing, engineering, programming, and installing complex physical security systems.
  • Proficiency in networked access control, closed-circuit television (CCTV), intercoms, vehicle barriers, duress alarms, and other ancillary systems.
Education/Certifications:
  • Bachelor's degree with 10 years of relevant experience OR 15 years of relevant experience without a degree.
