This job may be filled as a Project Control Analyst, Level 1 or Level 2
The Project Control Analyst is responsible for monitoring project progress. They will play a supporting role in achieving the organizations goals by managing subcontract purchase orders and monitoring project budgets. This position will directly impact the successful execution and compliance of Navy and USMC combat systems engineering programs by monitoring and administering TM subcontracts, ensuring alignment with technical, cost, and schedule objectives.
Essential Duties:
Works under close supervision and requires guidance to perform:
Monitor project progress, analyze performance metrics, and prepare regular status reports
Monitor project budgets, track costs, and provide financial forecasts
Administer all Subcontractor Purchase Orders (as receiver and issuer) for all subcontract activities
Initial data entry of all subcontract and task awards. Update all subcontract and modifications into CostPoint system
Manages subcontract Purchase Orders, Work Assignments and works with Finance to manage subcontract T&E accounts in Costpoint
Issue and / or amend subcontracts based on contract and customer needs.
Review and drafts, Estimates at Complete, and Estimates to Complete.
Drafts and/or processes 75% notices for Prime tasks or from Subcontractors, respectively.
Prepare bi-weekly or monthly labor reports for each subcontract utilizing Prime or USG report templates
Works with PM to ensure subcontract Invoices are compliance to Sub-k Agreement
Provide timely and accurate status of projects to Program Managers and Corporate.
Ensure subcontracts adhere to contract deliverable due dates
Provide project status briefings to internal TEA leadership and customers.
Prepare adhoc reports as required.
Level 1:
Basic Skills:
Has less than three (3) years of experience and a foundational understanding of, and continues to develop in:
Government contracts and DCMA requirements
Financial analysis and reporting tools
Level 2:
Basic Skills:
Has three (3) to five (5) years of experience and possess a deep understanding of:
Multiple contract types, Time and Materials (T&M), Level of Effort (LOE), Cost Plus Fixed Fee (CPFF)
Word-processing (MS Word), spreadsheet programs (Excel), and other integrated software (MS Office) applications
Costpoint or Deltek
Government contracting and project control
EDUCATION
HS Diploma/GED Required
BA/BS in associated field Preferred
CERTIFICATIONS
Certificate in Contracts Management Preferred
PHYSICAL REQUIREMENTS
May be expected to lift up to 25 lbs
Frequent use of keyboard and typing
Frequent sitting and standing
WORK SCHEDULE

Must have ability to work within company and customer schedule requirements which may vary depending on criticality and necessity of a given task.
The ability to work non-standard work hours and schedules in support of project requirements
U.S. CITIZENSHIP IS REQUIRED
SECURITY CLEARANCE
Candidates must have an active clearance OR the ability to obtain a US Government security clearance and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
