Position Description
We're seeking a dynamic and experienced Junior Foreign Military Sales (FMS) Program Analyst to join our team that is providing non-personal professional and engineering support services for the International Fleet Support Program Office (IFSPO), PMS 326, within the Office of NAVSEA's Director for Surface Ship Maintenance and Modernization (PEO SEA21), supporting the day-to-day management of Security Assistance Programs and assigned Foreign Military Sales (FMS) cases. The successful candidate will provide program and administrative support to develop, manage, and close FMS cases to support the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels. Our government support team for this specific opportunity is led by a Program Manager and Deputy Program Manger having decades of experience working within the Department of Defense. Our PMS 326 government support team falls within our high-performing Naval Acquisition and Sustainment Operation (NASO) which provides critical services to nearly all U.S. Navy surface ships and craft and is achieving truly impactful outcomes. NASO is part of Serco's Maritime Engineering, Technology and Sustainment (METS) business unit. Serco has over 9,000 people in North America, with operations across the U.S. and Canada. In compliance with state and local laws regarding pay transparency, the salary for this role is $ 66,154.44 to $ 99,232.27 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.

The successful candidate in this position will:
- Draft letters, correspondence, documentation for multiple customer/country FMS cases at the Case Manager's direction.
- Conduct research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA)
- Provide supporting documentation for implementation, execution, reconciliation, and closure of FMS cases
- Provide supporting data for briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation and presentation materials/briefs, and country correspondence
- Transcribe and summarize meeting minutes and notes and assist in the preparation of action items
- Support the development and maintenance of key Navy documents, descriptive summaries, master plans, and plans of actions and milestones (POAM)
- Assist in the scheduling of appointments in support of Government customer, the coordination of arrangements for meetings and conferences, and the arrangement of travel reservations and accommodations
- Organize hard copy and/or electronic files, correspondence, records and reports
- Support the tracking of acquisition, financial, technical and/or contracting items
- Route or answer routine correspondence
- Interact frequently with Navy and civilian personnel
- Perform additional duties and responsibilities as assigned.
Qualifications
To be successful in this role you will have:
- Successfully completed a bachelor's degree from an accredited college or university. Military or DoD experience can be substituted for a degree if five (5) or more years of specific work experience can be demonstrated in an analogous or higher-level position.
- Zero to two years of relevant experience providing program support within an acquisition, financial, technical and/or contracting environment. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience. Relevant experience is professional experience of essentially the same scope and complexity as that described in the "Position Description" above.
- Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
- Ability to travel (less than 10%) to client activities.
- A current DoD SECRET security clearance is required prior to hiring. A condition of employment is based on your ability to maintain your clearance.
- United States (U.S.) citizenship.
Additional desired experience and skills:
- Foreign Military Sales (FMS) experience is preferred
- An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities is highly desired
- Proficiency in a variety of the field's concepts, practices, and procedures
- Skills and abilities to collect information, data, and technical specifications
- Relies on experience and judgment to plan and accomplish goals
- Perform a variety of complicated tasks
- Excellent communication, presentation, and interpersonal skills
