Job Description
Position: Science and Technology Integration Specialist
Location: U.S. Army Joint Modernization Command (JMC), Fort Bliss, Texas
This position supports Operations Group B Division, JMC, responsible for the management and integration of Joint warfighting systems participating in the Army Future Command's annual large-scale, live Joint experiment called PROJECT CONVERGENCE (PC). Specific tasks follow:
Provide support to operations conducted within Ops Grp Plans/Futures section. Plans and Futures conducts simultaneous planning for up to four future live experiments, including the one in final planning and preparation for execution.
Support Phase 2 Candidate Solicitation Process. Monitor JMC G3/5/7 hosted Event Phase 2 teleconferences; brief key takeaways to Ops Grp B Plans/Futures Chief. More specifically:
Support the Government Team Lead in development of assessment plan preparation and final products for assigned concepts or capabilities. Transition from Plans and Futures Operations support to full time CAB JWA/PC activities support NLT 7 months prior to PC execution through approval of required deliverables, then return to Future Operations support tasks. As required, participate in the JMC targeting process, which identify potential assigned assessments. More specifically:
Required skills and experience:
· 10-15 years experience in planning, executing, and assessing large-scale Joint and Army experiments/exercises.
· Strong background in Science and Technology development and system-of-systems integration and performance assessments
· Competent in executing the Army's Military Decision Making Process, writing orders, staff annexes, etc.
· Familiar with the Army's force modernization strategy, Army Futures Command, Future Concepts Center, and the role of Joint Modernization Command.
· Familiarization with the DOD/Army Acquisition Process
· Familiarization with the Army's DOTML-PF-P analysis framework
· Competent in the use of all Microsoft Office software (Word, Power Point, Excel, Access, etc.)
· Experience and proficiency in preparing and presenting briefings to general officers
· Bachelors degree required; Masters Degree preferred.
Security Clearance: Applicant must have a current SECRET clearance
Travel: 10%-15% per year to CONUS and OCONUS locations
Salary - $95k

- Monitor JMC G3/5/7 Future Operations Phase 1 Event Objectives and Task Development activities
- Monitor JMC G3/5/7 hosted Event Phase 1 teleconferences; brief key takeaways to FED Plans/Futures Chief or designated representative.
- Post Phase 1 planning briefings and products to the Ops Grp B Plans Share Drive.
Support Phase 2 Candidate Solicitation Process. Monitor JMC G3/5/7 hosted Event Phase 2 teleconferences; brief key takeaways to Ops Grp B Plans/Futures Chief. More specifically:
- Participate, as required, in JMC Selection process /Bull Pen Sessions that occur prior to every annual event. Download candidate submissions and prepare review packets for each candidate for the Ops Grp B Group /JMC team that participates in these events. Additionally, assist in the orchestration of the JMC G3/5/7 event that takes place up to two weeks prior to the board.
- Post Phase Two (2) planning briefings and products to the Ops Grp B Plans Share Drive.
- Assist in development of initial Concepts and Capabilities Quads slide decks.
- Support Phase 3 planning and preparation activities.
- After Approval Memorandum is signed by CG, JMC, receive and maintain the initial PC Capabilities COP provided to Ops Grp B from JMC G3/5/7. Maintain this COP until formal hand-over to Capability Integration Branch assumes responsibility (NLT 9 months prior to the next annual JWA and PC).
- Assist in the maintenance of the Concepts and Capabilities system quads developed for all future events. Following CG JMC approval, post Quads deck to the respective folders on the JMC SharePoint and update monthly until which time CIB takes control of the exercise.
- Coordinate proponent Phase 3 Planning and Preparation Activities: participation in virtual and face-to-face bullpens, development of the CONOPs/CONEMPs, initial Special questions development, and requirements alignment. Identify Proponent (Government, Industry, or Academia), Material Developer and Capability Developer, as well as objectives for each selected Concept or Capability.
- Attend and participate in meetings and Working Group (WG) forums, from locations on Ft. Bliss, as required to complete and coordinate tasks. Verbally provide relevant meeting information to the IAS Government representative to assist and support discussion, and when requested, no later than 1 working day after the conclusion of each meeting or working group forum, provide a brief Executive Summary (EXSUM) report that captures all main discussion points and additional taskers to Ops Grp B/JMC also within 1 working day.

- Be responsible for developing capabilities annexes (either Concept and Capability Assessment Report (CCAR), synopsis, or strengths/limitations) for each live experiment event following the format designated for each event. The Annex must include the following information as a minimum:
- System Description - Description of system as assessed in the training exercise.
- Employment in the Event - Where within the unit it is employed and specifically, what environment (urban, desert, etc...) it is being used in.
- Operational Utility - This summarizes the results of the assessment as seen thru the eyes of the Soldiers and Leaders employing the concept or capability:
- Tactical Strengths - specifically the strengths of the system.
- Tactical Limitations - specifically the limitations of the system.
- Reliability - Note the amount of time the system was operational or not, and note the impacts of the down time.
- Maintainability - Ease of use of the equipment, and whether or not the system can currently, or in the future, have Soldiers troubleshoot and maintain it.
- Contributions to the Multi-Domain Operations- how did this capability better enable, MDO, to both leaders and Soldiers; describe how it could be integrated into other functional or combat brigades (Mission Command, Movement and Maneuver, Intelligence, Fires, Sustainment, and Protection).
- DOTMLPF-P implications and feedback - Describe by DOMAIN findings and recommendations to be forwarded to the proponent for application.
- Capability Gaps (describe how this system fulfills the noted GAPs for the JWA, listing each gap and describing how it reduces risk and is better, equal to, or worse than the current system performing this operation).
- Key Performance Parameters (KPPs) and Key Supporting Activity (KSA); the KSA only applicable to KPPs for Programs of Record (POR)
- Analyze DOTMLPF-P data for assigned concept or capability and make recommendations to the assigned Government lead on system/concept continuance (i.e. field, continue to develop, do not field, or do not develop) and on DOTMLPF-P changes required to integrate assigned systems/concepts into units and operations. The Contractor recommendations shall be in writing and include supporting DOTMLPF-P data and analysis.
