The Business Program Manager will be supporting Federal operations government high security clearance programs within transaction execution and enablement, process improvement/enhancements highly manual in nature, drive optimization and influence business program compliance requirements.
This will be hybrid role across a highly matrixed, multinational organization supporting multiple functional areas across Microsoft Federal Operations focused on the follow:
1) Support Federal Operations Government High Security clearance programs.
2) Transactional Enablement driving the operational run business.
3) Deal and Task Order Management focused on Contracting and Billing supporting Field stakeholders and Project Management Office.
4) End to End Process design and continuous improvement. The candidate will be supporting the business to influence program, policy, and process enhancements to drive optimization across Operations. Candidate will be accountable for the ongoing tracking of business benefits. Also exhibit outstanding organizational, planning, communication, judgement, and negotiation skills, using data and analytics to drive performance insights and improvements and has a strong customer and compliance focus.

Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $94,600 - $183,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $122,000 - $200,500 per year.

Responsibilities
Transact Enablement:
- Drive process improvement and seek opportunities to increase agility by identifying future needs for automated processes, services, and solutions to drive business simplification.
- Lead change management of multiple projects and programs related to service delivery, transaction readiness, business and process improvements, new program launches and tools.
- Support critical pre- & post-sales issues and escalations to resolution across stakeholders.
- Drive partnership on end-to-end systems support and readiness with engineering stakeholders ensuring flawless execution on transaction activities (i.e., Government High Security, Contracting and Billing)
- Provide data, analytics, and insights from our transaction engine into future process, policy, and capability improvements.
Process Design and Improvement:
- Curate in-depth understanding of end-to-end Process Area, its performance, pain points and issues.
- Engagement, alignment, optimization & governance of x- Microsoft teams engaged in process.
- Performance Measurement: Monitor and report end to end process performance, health, improvement scorecard with KPIs and business outcomes (effectiveness, efficiency, % process documented, cost, capacity, productivity, quality, and ROI).
- Compliance: Develop proactive monitoring and controls measuring process rigor, compliance, and quality.
- Researches, analyzes, and recommends improvements to the organization's business processes to improve overall organization performance.
- Build and scale processes and capabilities to enable future growth of Government programs, strategic partnerships, and new business models.
- Drive process improvement and seek opportunities to increase agility by identifying future needs for automated processes, services, and solutions to drive business simplification.
Operations Deal and Task Order Management:
- Execute contract to cash functions for US government customers and partners, including a mix of manual data entry for custom processes, alongside monitoring deal automation flow and Government high security transactions.
- Develop deep Field, Partner and Direct Government contracting sales knowledge as well as understanding of the Microsoft sales process (or similar industry sales process).
- Collaborate with senior business stakeholders including Microsoft sales teams, Microsoft partners and Project Management Office (PMO) to track deal status and arrival patterns.
- Understand and apply financial and regulatory controls that drive compliance and Government security requirements.
- Ensure policies and processes are enforced and communicated. Accountable for tracking, resolving, and determining root cause of escalations.
Qualifications
Required/Minimum Qualifications:
- Bachelor's Degree in Business, Operations, Finance or related field AND 4+ years work experience in program management, process management, process improvement
- OR equivalent experience.
- 4+ years of demonstrated Global Program Management or Project Management experience preferably in Government, data operations or technical environment.
- Demonstrated experience driving process improvements.
- Experience developing data flow diagrams using business and data analysis to determine data flow characteristics and data model requirements.
- Process design experience modeling AS IS and TO BE processes/standard operating procedures (SOP) using a variety of tools and techniques to develop end to end process.
Other Requirements:
- The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
- Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Screen background check upon hire/transfer and every two years thereafter while in this role.
- Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance.
Preferred Qualifications:
- Bachelor's degree in Operations, Business, Supply Chain, Finance, or a related field, or equivalent alternative education, skills, and/or practical experience; Master's degree or MBA preferred.
- Business Process Management (BPM) certification preferred.
- United States Government (USG) contractor experience is a plus.
- Experience in an offshore environment supporting a global delivery business in both contract management and service delivery.
- Strong business knowledge and ability to set clear expectations for business outcomes within a global multi-site operation and Federal Government environment
- Ability to simplify complex situations, strong analytical and problem-solving skills.
- Must be able to multi-task and project manage many tasks simultaneously with the ability to work under continual deadline constraints.
- Strong project and process management experience
- Proven ability to develop creative solutions to complex problems by applying knowledge and judgment to identify approach and methods.
- Experience in obtaining and using diverse customer feedback and using customer knowledge to optimize the design of agreement-to-cash processes.
- Business Process Management (BPM) certified and experience with Government high security transactions, orders, adjustments, pricing, discount and product attribution.
- Experience in use of Six Sigma, Lean, Agile and/or Scrum Methodologies modeling AS IS and TO BE processes/SOPs
- Outstanding analytical and problem-solving skills and proficiency working with large data sets (structured and unstructured) and relational databases. Track record of successful delivery of complex global solutions to support enterprise business objectives.
- 4+ years of demonstrated Global Program Management or Project Management experience preferably in Government, data operations or technical environment.
