Position Overview:
SHR Consulting Group is seeking an experienced IT Modernization Consultant to support enterprise-level IT systems transformation across a major federal agency. This role requires a deep understanding of IT modernization frameworks, system integration, and change management within complex government environments. The successful candidate will provide strategic direction, technical insight, and program-level oversight to modernize existing IT infrastructure and systems in alignment with mission and business goals.
The IT Modernization Consultant will be responsible for leading cross-functional teams in designing and implementing scalable, secure, and agile IT solutions. The role involves collaboration with federal stakeholders, solution architects, developers, and operations staff to support technology modernization, digital transformation, and lifecycle integration initiatives.

Job Responsibilities:
- Lead IT modernization efforts from strategy through execution, including assessments, planning, and implementation.
- Guide federal clients in transforming legacy systems into modern, cloud-optimized environments.
- Collaborate with stakeholders to define business and technical requirements for modernization projects.
- Develop and present roadmaps, transition plans, and technical recommendations for enterprise IT modernization.
- Analyze existing infrastructure, applications, and systems to identify opportunities for innovation and improvement.
- Support change management initiatives to ensure smooth transitions and adoption of new technologies.
- Prepare and deliver technical documentation, briefings, and reports to stakeholders.
- Ensure modernization projects align with enterprise architecture, security policies, and compliance standards.
- Serve as a liaison between government leaders, technical teams, and external vendors.
- Monitor project progress, manage risks, and adjust plans to meet evolving priorities and goals.
Education:
- Bachelor's degree in computer science, information technology, engineering or a related field.
Certifications:
At least one of the following:
- Azure Fundamentals (AZ-900)
- C1 or A1 Certifications
- Project Management Institute - Agile Certified Practitioner (PMI-ACP)
- Project Management Professional (PMP)
Experience:
- Must have 11 years or more experience
