Summary
Our Client, designs and builds Civil Projects for the US Department of Defense outside the Continental United States on the Logistics Civil Augmentation Program in US AFRICOM. This Project will support the Combined Joint Task Force – Horn of Africa onsite at Camp Simba in Manda Bay, Kenya.

Responsibilities
The purpose of this position is to provide the essential administrative processes, technical knowledge, and perform the work listed. This role has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This position performs moderately complex engineering assignments, evaluates, selects, and applies standard engineering techniques to a broad set of complex assignments. Heavy Civil dirt work and structural work are fundamental to the task at hand.
• Competitive Execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work
• Develop and review specifications, including design criteria.
• Participate in activities associated with equipment and material procurement, permitting, and subcontracting.
• Perform and check calculations, specify equipment, and solve moderately complex engineering problems.
• Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements and actively seek discrepancy resolution.
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines.
• Other duties as assigned.
Experience & Qualification
• Bachelor’s Degree in Civil Engineering from an ABET Accredited University minimum.
• Prefer current Professional Civil Engineer’s Licensure, any US State or Territory.
• Passing FE Exam at a minimum preferred.
• Five years’ Civil Engineering Construction management, dirt work, structural, concrete/rebar, and/or Mechanical Electrical Plumbing MEP) experience minimum.
• Experience with Military Construction (MILCON), USACE, NAVFAC, or DoD projects highly preferred.
• Prefer working level familiarity with the US Department of Defense Unified Facilities Criteria.
• Prefer US Army Corps of Engineer’s - Engineer’s Manual 385-1-1 40-Hour Certification.
• Prefer US Army Corps of Engineer’s – Construction Quality Management for Contractors Certification.
• Prefer OSHA 30-hour Construction Training Certification.

Other Requirements
• US Citizenship required.
• Must pass a “Fit-for-Duty” Physical Examination.
• Must pass a 10-Panel Drug Screen.
• Suitability/Fitness determination means achievement of a Common Access Credential (CAC) through a National Agency Check with Inquiries (Public Trust) background check which consists of checks of national agencies plus written inquiries to appropriate law enforcement offices, former employers and supervisors, references, and schools. • Must obtain and maintain a valid US State issued Driver's License.
• Must obtain and maintain a US Passport.
• Work is often outside the office involving exposure to varying weather conditions, walking over rough, uneven surfaces, climbing, stooping, bending, and entering confined spaces, requiring use of hard hats and appropriate safety gear.

Basic Jobsite Information
The US Army Corps of Engineers Transatlantic Division has a significant presence in Manda Bay, Kenya. They operate under the Combined Joint Task Force - Horn of Africa (CJTF-HOA). The USACE Civil Engineers in Manda Bay conduct various engineering and construction activities, including fortifying the strategic operating location at Camp Simba, expanding the airfield, and improving the Camp’s infrastructure. US AFRICOM LOGCAP Contractors collaborate with the Kenyan Military and Local Communities to enhance security and support Military operations. The Joint efforts in Manda Bay are a testament to the strong partnership between the U.S. and Kenyan Militaries. The Partnership was further solidified by Kenya's designation as a major non-NATO US Ally in 2024. The US Air Force 475th Civil Engineer Flight is actively engaged in a joint engineering effort with Kenyan Counterparts, focusing on expanding and improving the strategic operating location with significant airfield construction, fuel storage capacity enhancements, and lodging expansions. The CE Flight is responsible for a large construction portfolio, including the planned extension of the runway to 10,000 feet, which will support heavier aircraft like the C-5 Galaxy and C-17 Globemaster. These engineering efforts strengthen the US-Kenya Partnership, enhancing Military interoperability, and support Kenya's role in regional security. By developing and expanding this strategic location, the US and Kenya are working together to ensure the enduring presence of the US Military in the region.
