Description

The Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs', Professional Development Unit (R/PPR/PDU) requires one Senior Analyst contractor.

To coordinate and manage talent management programs and activities to include data review and collection on talent management, professional development, and organizational design topics and/or maintenance of databases on workforce issues, staffing, and professional development focus areas.

Responsibilities:
  • Organizes, directs, and coordinates the planning and production of assigned programs and activities. Ensures all activities remain on schedule and issues get resolved or escalated. Makes independent decisions with thorough understanding of procedures, organizational policies, and business practices to achieve general results and deadlines.
  • Collaborates with core team, R/PPR, and Public Diplomacy stakeholders to develop program and activity plans.
  • Provides appropriate level of detail while summarizing complex issues succinctly. Demonstrates superior writing and oral communication skills and ensures quality products and services are delivered.
  • Produces, clears, and finalizes routine Department paper and cables, and monitors assigned taskers. Collaborates with team, R/PPR, and Public Diplomacy stakeholders and tasks other bureaus and offices as needed to support PDU, R/PPR, and R requirements as necessary.
  • Prepares materials for use by the PDU at meetings and conferences; designs and prepares creative visual presentations using Airtable, G Suite, PowerPoint, and other applications; prepares background material and reports for meetings with PD stakeholders.


Requirements

  • In depth knowledge of the Internet, its capabilities, its limitations, and the manner in which information is made available and distributed via the Internet.
  • Knowledge and experience in evaluating and interpreting statutory and regulatory requirements and for determining the consistency of policies, standards, directives, interpretations, etc. related to those requirements.
  • Demonstrated knowledge of how social media, mobile technology, and other digital tools can be used to reach and engage global audiences.
  • Knowledge of the principles and methods applicable to researching, analyzing, writing, editing and presenting complex statutory or regulatory material and related issue/policy memoranda and interpretations.
  • Ability to monitor and interface with private-sector contractors providing specialized software and information-technology services
  • Ability to lead project teams with disparate members and skills. Able to coordinate projects with government, contractor and private-sector representatives, secure cooperation, negotiate among competing priorities, and develop consensus-based approaches.
  • Experience in analyses of quantitative and qualitative data (involving various data sources) and results reporting.
  • Experience in developing and implementing standard operating procedures (internal controls) for internal and external users.
  • Experience in formulating, writing and implementing reporting mechanisms, policies, processes and procedures.
  • Experience in tracking document flow and clearance processes and distribution of documents to appropriate personnel.
  • Excellent, timely and precise organizational skills and multi-tasking abilities.
  • Excellent critical and creative thinking and analytical skills.
  • Excellent written and oral communication skills.
  • Excellent ability to work independently, with minimal supervision, and multi-task in a fast-paced work environment.
  • Excellent facility with standard software, including Google Workspace, Slack, the complete Microsoft Office Suite, Airtable, Zoom and other virtual conferencing platforms, and an ability to learn and work with other software, as well as database applications.
  • Ability to maintain access to the Department's computer networks, information systems and networks, and databases relevant to position's duties.
  • A Bachelor's Degree is required for this position; Master's or other advanced degree is preferred.
  • A minimum of three (3) years of related professional work experience
