Program Overview

About The Role

The Procurement Manager is responsible for overseeing the acquisition of goods and services critical to the operations of the Defense Cyber Crime Center (DC3). This role involves managing the entire procurement process, ensuring compliance with federal and DoD regulations, and collaborating closely with stakeholders to meet the organization's material and tool needs. The Procurement Manager will lead the procurement and logistics team and work with vendors and internal end-users to ensure procurement activities, and shipping and receiving, are timely, and cost-efficient. This position requires the ability to commute to Linthicum, MD at least one day per week.

Responsibilities:
  • Oversee the complete procurement lifecycle, from quote generation to material delivery. Execute and manage team executing:
    • Coordinate and confirm purchase requirements with customer and contractor task leads.
    • Coordination with corporate support functions for market research/sourcing, evaluation, vendor selection and negotiations, and purchase order execution.
    • Monitor and manage procurement costs ensuring cost effectiveness and adherence to baseline.
    • Ensure timely execution and receipt of orders; coordinate with vendors as needed to expediate delivery/ensure no stoppage of service.
    • Enter, review and approve contracts, purchase orders, and other procurement documents. Manage procurement team.
  • Review and evaluate customer system generated requirements and program integrated master schedule to proactively plan execution of procurements.
  • Ensure all procurement activities comply with program requirements and federal and DoD regulations, including the Federal Acquisition Regulation (FAR).
  • Identify and mitigate risks associated with procurement activities, including supplier, contract, and compliance risks.
  • Conduct audits and reviews of procurement processes to ensure compliance and drive continuous improvement.
  • Oversee and provide guidance to program logistics support team responsible for receiving, shipping, and inventory. Ensure execution of material management.

Qualifications

Qualifications
  • Active Secret clearance.
  • Minimum of 7 years of experience in government procurement, with at least 3-5 years in a managerial role.
  • Experience managing a high volume of procurement activities, including forecasting and software renewal management.
  • Knowledge of FAR, DFARS, and other federal procurement regulations.
  • Prior experience supporting GSA AAS Defense contracts is highly desirable.
  • Experience with CostPoint is a plus.
Skills
  • In-depth knowledge of procurement principles, practices, and procedures.
  • Proficient in procurement software and Excel.
  • Strong leadership and team management capabilities.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving skills.

SCA / Union / Intern Rate or Range

Details

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
