Overview
Chesapeake Consultants is seeking a highly skilled Senior Earned Value Management (EVM) Analyst to support the Cost Estimating and Analysis Office. The successful candidate will play a critical role in evaluating EVM data, conducting program reviews, and ensuring contractor compliance with industry standards. This position offers an opportunity to contribute to strategic planning, data analysis, and innovative project control management within the Department of Defense (DoD) and Intelligence Community (IC).
Responsibilities
• Data Analysis and Forecasting: Evaluate the quality of EVM data submittals, perform data and trend analysis, and develop government Estimates at Completion (EACs).
• Program Reviews: Facilitate, conduct, and document Program Status Reviews (PSRs) and Integrated Baseline Reviews (IBRs).
• Training Development: Design and deliver training on IBRs and other EVM activities.
• EVM Evaluations: Assess the quality and thoroughness of EVM data analysis performed by external organizations and provide evaluations to the Program Office.
• System Compliance: Conduct EVM System (EVMS) reviews to verify contractor compliance with EIA Standard 748-A.
• Surveillance Activities: Participate in joint surveillance reviews and other EVMS activities to ensure ongoing contractor compliance with EIA Standard 748-A.
• Program Support: Respond to requests from government program offices for EVM contributions, including training, data analysis, and independent cost and schedule forecasts.
• Schedule Analysis: Perform comprehensive Integrated Master Schedule (IMS) analysis using automated tools and investigative techniques to establish government positions on contractor IMS inputs.
• Contract Support: Assist in designing EVM Contract Data Requirements List (CDRL) items for Requests for Proposal (RFPs) and review EVM requirements during source selection activities.
• Tool Evaluation: Assess the use and effectiveness of EVM tools.
• Strategic Planning: Provide guidance on the strategic implementation of EVM systems and tools, leveraging innovative approaches to EVM and project control management.
Qualifications: Top Secret/SCI Clearance Required, with Full Scope Poly
• Experience:
o Minimum of six (6) years of professional experience in earned value management analysis and cost performance report analysis.
o At least three (3) of the six (6) years must be in DoD and/or IC acquisition earned value management.
• Education:
o Bachelor’s degree (BS/BA) with:
18 semester hours in quantitative analysis courses, or
9 semester hours in quantitative analysis courses and 9 semester hours in business and accounting.
• Skills:
o Strong analytical skills with expertise in EVM data analysis, trend analysis, and cost/schedule forecasting.
o Proficiency in automated tools for IMS analysis.
o Excellent communication skills for training development and program office collaboration.
o Knowledge of EIA Standard 748-A and EVMS compliance requirements.
