Kadiak is seeking a dynamic and accomplished Senior Policy Analyst to support the Indian Health Service (IHS) and the Department of Health and Human Services (HHS) in their enterprise-wide Electronic Health Record modernization efforts. This role is a remote position and is ideally suited for a high-performing federal healthcare leader with strategic expertise, a deep understanding of EHR policy landscapes, and a proven record of shaping and executing complex initiatives that improve healthcare delivery to underserved populations. Must have the ability to get and keep a Public Trust clearance.

Key Responsibilities:
Policy Analysis & Strategic Leadership
- Evaluate and modernize IHS and HHS policies to drive EHR transformation and enterprise-wide alignment
- Shape and implement governance frameworks and modernization strategies, similar to VA's enterprise supply chain approach
Federal and Tribal Stakeholder Engagement
- Serve as a liaison between federal agencies and tribal health entities to align modernization goals with the needs of diverse populations
- Represent the organization in policy discussions, applying congressional affairs and interagency coordination experience
Program Oversight and Innovation
- Develop integrated policy and strategic frameworks to support modernization-leveraging expertise from military logistics and healthcare transformation programs
- Analyze legislative and operational trends to influence federal policy agendas and budget advocacy
Research and Communication
- Lead policy research and deliver executive-level briefings, policy papers, and strategic plans that guide leadership decisions
- Translate complex legislation and health policy into clear, actionable recommendations for implementation teams
Qualifications:
Education
- Master's degree in Strategic Studies, Business, Healthcare Policy, or related field
- Advanced leadership and legislative affairs training highly valued
Experience
- 25+ years of federal healthcare and logistics leadership, including at the VA and Department of Defense
- Ability to get and keep a Public Trust clearance
- Proven success driving policy, logistics modernization, and governance in large, complex health systems
- Deep understanding of interagency dynamics, including IHS, HHS, VA, and DoD
Expertise
- Federal healthcare operations, strategic planning, and regulatory compliance
- Enterprise transformation, governance design, and crisis response
- Veteran and tribal health policy, stakeholder engagement, and program oversight
Preferred Qualifications
- Experience leading or advising on EHR modernization initiatives across federal or military health systems
- Expertise in Indian Health Service operations and tribal community healthcare delivery
